The capture of the United States intelligence ship Pueblo made news in the early days of 1968 and continued throughout the year. The officers and crewmen were released before Christmas and returned to the United States in time to spend Christmas with their families. A Naval Court of Inquiry began hearing testimony from the ship's captain, Commander Lloyd Bucher. Some questions remained about the circumstances of the ship's capture and about the fact that some secret docu- ments were left on board. President Johnson continued as the nation's top newsmaker astonishing the nation by his decision not to seek re-election. In addition he signed the non-proliferation of nuclear weapons treaty which he termed the most important disarmament accord since the dawn of the nuclear age. Further, he an- nounced the start of the Vietnam peace talks in May, a'bombing halt in North Vietnam on Oct. 31 and the expanded peace talks with the addition of South Vietnam and the National Liberation Front in December. The American Negro figured heavily in the news stories. Riots plagued America's cities. There was a change in emphasis among the Negro popula- tion. There was a drawing together, a spirit of the community to get things done for Negroes by Ne- groes. Negroes grew to reject white helpg there was a move toward wearing African hair styles and a replacement of the word Negro by the word black. ln addition to these movements, was the continuation of the black militant movement char- acterized by the group called the Black Panthers.
