Mr. Noe served as chief executive of the state until the inau- guration of Governor-elect Richard W. Leche on May 12. As gov- ernor he was ex officio chairman of the University Board of Super- visors. Serving only a term of three months, he succeeded in winning the confidence and admiration of the student body. 32

During his administration, the Universityis 1931-1932 building program was completed and that of 1936 was begun. In these two programs are included 19 structures, one of which, Allen Hall, commemorates his activities. Further evidence of the esteem in which he was held was shown in the Democratic primary in January, when the vote of the people designated him for the state senatorship for the unexpired term of the late Senator Long, his friend and predecessor in the governor's office. 3I
