I Commander Fahland commanded the Destroyer BAUSELL IDD-8451 in 1965 and 1966 off the coast of South Vietnam and in the Gulf of Tonkin. For his performance he was awarded the Navy Commendation lVledal with Combat V. Spencer, USN, was born in St. Charles, Nlinnesota, on 21 June 1924, son of the late lVlr. 81 lVlrs. John E. Spencer. After attending Blue Earth Public Schools, Blue Earth, Minnesota, and St. Thomas College in St. Paul, lVlinnesota, he entered the United States Naval Academy in 1943. He graduated and was commissioned an Ensign on 5 June 1946. He was subsequently advanced on the rank of Cap- tain on' 1 July 1967. He assumed command of the nuclear powered guided missile cruiser, USS LONG BEACH ICGN-91, on 15 June 1968. Captain Spencer's first duty station was on board the USS O'BFIlEN IDD-7251 where he served as the assistant communications officer. In 1947 he became CIC and Operations Officer on board the USS R. K. HUNTINGTON IDD-781I. This was followed by a tour as Engineer Officer of the USS INGRAHAIVI IDD-6941. He was next assigned as Operations Officer on the staff of Commander Escort Squadron EIGHT. In September of 1952, Captain Spencer attended the U.S. Naval Postgraduate School, lVlonterrey, California, for two years and earned a Bachelor of Science degree in Nlechanical Engineering. After attending the Oak Ridge School of Reactor Tech- nology, Captain Spencer was awarded a lVIaster of Science degree in lVlechanical Engineering. ln October of 1955 he became Electrical Officer for the commissioning crew of the USS FOR- RESTAL ICVA-591. Subsequently he served as IVlain Propulsion Assistant until his detachment in June 1957. The following month he reported to the Nuclear Power Training United in Idaho Falls, Idaho, as a student. He was then assigned as Chief Engineer for initial critical operations of surface prototype nuclear reactor plant in January 1968. His next assignment came as Engineer Officer of the USS LONG BEACH ICGN-9I in June 1959. Captain Spencer was the commissioning Engineer and remained with LONG BEACH until July 1963. He was then ordered to the USS BAINBRIDGE IDLGN 25I as Executive Officer. This three year tour included duty with the SIXTH Fleet, as a unit of Nuclear Task Force One in the round-the-world cruise, and with the SEVENTH Fleet. He assumed command of the USS BUCHANAN IDDG-141 in October of 1966 while on station with the SEV- ENTH Fleet. ln December 1967 he reported to the Strategic Plans and Policy Division of the Chief of Naval Operations. During his Naval career, Captain Spencer has earned the following awards: American Theater, World War ll Victory, China Service medal, Navy Occupa- tion medal, National Defense, Vietnam Service medal, Bronze Star, and the Legion of lVlerit. Captain Spencer is married to the former Miss Elizabeth Houghtaling, of Blue Earth, Nlinnesota. They currently reside in Cypress, California. Captain BURKHARDT attended Woodbury High School from 1946 to 1950, and then attended the United States Naval Academy where he was commissioned an Ensign in 1954. Captain BURKHARDT's first tour of duty was aboard the escort carrier USS POINT CRUZ iCVE- 119l. He then attended Naval Submarine School, where he received the L.Y. Spear Award. Follow- ing a tour of duty in USS TRIGGER ISS-564l Cap- tain BURKHARDT attended Naval Nuclear Power School in 1958. After graduating, he served in USS NAUTILUS CSSN-571I until 1961. From 1962 to 1964 Captain BURKHARDT served as Engineer Officer in the commissioning crew of USS POL- LACK iSSN-603I. I I as WESTPAC '72 This Nuclear powered guided missile cruiser departed Long Beach, California on 28 lVlarch, 1972 for her fourth deploy- ment with the Seventh Fleet in the Gulf of Tonkin. The routine of our scheduled transit across the Pacific changed abruptly when North Vietnamese forces executed the Spring lnvasion of the Republic of Vietnam. After a brief stopover in Pearl Harbor, Hawaii, Pacific Fleet Head- quarters passed the word to LONG BEACH and she sped for the Gulf of Tonkin. Free from fuel considerations, LONG BEACH's nuclear reactors drove us westward at top speed. We arrived in the Gulf on 13 April at a dead run - a pace we maintained during combat operations for the ensu- ing eight months. The 240 day stint with the Seventh fleet was characterized by unpredictable tactical conditions with an overall intense tempo of operations. LONG BEACH's dual mission of air iff, ti -- - 35:1-ff-3 E? warfare and SAR lSearch and Flescuel left little time to re- lax. We were in the Gulf only a few days when Hanoi and Haiphong were first hit by air strikes. The reliability of the power plant enabled LONG BEACH to spend a very high percentage of our time deployed in the combat zone. High speed transits coupled with freedom from fuel replenishments added valuable days to our time on station. These strikes, consisting of fighter, strike, and support aircraft, totalled from 40 to 100 planes each. When strikes were opposed by lVllGS, air intercept con- trollers in LONG BEACH accurately vectored friendly fighters to the threatg in all cases protecting the strike air- craft and driving off the hostiles. During this deployment nine confirmed MIG kills were credited to LONG BEACH controllers. Always there when needed most, LONG BEACH's tour of duty in the Gulf of Tonkin lasted from the spring intensification of the bomb- ing to the sharp reduction of the air war concurrent with the 1972 peace initiative. LONG BEACH missile batteries provided an effective deter- ent to hostile aircraft. Admiral Zumvvalt commented The total dedication, ingenuity, and professionalism of the contributing members of each SAB effort has been extra- ordinary. The reputation LONG BEACH maintained in the Gulf of Tonkin can be attributed to one factor vvhich overshadovvs all others - her men. To work over 100 hours each vveek and still have the drive to excel takes a special type of man. Twenty-seven LONG BEACH men became fathers during the deployment and savv their children for the first time when we arrived home. No, LONG BEACH vvas not just a ship at sea for over eight months, but over 1,000 men per- forming magnificently under the tremendous pressures of a combat environment. After one particularly difficult SAR effort, Vice Admiral Cooper, Commander of Navy units in the Gulf of Tonkin commented that LONG BEACH had performed, on the: edge of feasibility. Besides monitor- ing the supply of electricity to the major pieces of gear on the ship, the Electricians supply the exper- tise to troubleshoot anything from a fluorescent light to the windshield wipers on the bridge. On more than one occasion the duty electrician has made a midnight call to some place on the ship where the gear wasn't up to par. In addition to the ordinary uses of electricity, E Division maintains the dial phone system. Not one day passed without several trouble calls to forward IC to ask the problem with the phone. Perhaps the most noticeable job the E Divi- sion men have is showing movies, one per night for the mess decks, first class mess, chief's mess and wardroom. It's no wonder that E Division is one of the largest on the ship. Subic offers various attractions, though on the whole, somewhat less cosmopolitan than the other cities vve visited. It cradles two gigantic anchors weighing twelve and one-half tons each. Ye old Sail Locker is where hundreds of yards of canvas are waved for various parts of the ship. First Division is also in charge of the Boatswain Locker, and , holes which are full of supplies for other parts of the ship. Besides all the spaces to keep up and maintain, the men of First Division have the task of maintaining the sides ofthe ship. Twelve men are responsible for the upkeep of 1442 feet of sides.
