XOI Lieutenant Commander Robert J. Freeburn Jr., a native of Worces- ter, IVIA, graduated from Cornell University and was commissioned through the NROTC Scholarship Program in 1977. His first assign- ment following commissioning was in USS PLEDGE (MSO-492), where he served as Engineer Officer and Operations Officer. In March 1980 he transferred to USS WORDEN (CG-18) as Damage Control Assistant. From October 1981 to August 1983 Lieutenant Commander Freeburn participated in the US-UK Personnel Ex- change Program and served in the British Roval Navy ships HMS ANTRIM (0-18) and HMS LONDONDERRY (F-108). In February 1984 Lieutenant Commander Freeburn completed the Surface Warfare Officer Department Head course in Newport, Rl and was assigned as Operations Officer in USS SAMPLE (FF-1048). This Department Head tour was followed by an assignment as staff Operations Officer for Commander, Destroyer Squadron Seventeen. In March 1988 he reported to the Naval War College in Newport, Rl. Upon completion of his studies Lieutenant Commander Freeburn reported to USS LOCKWOOD (FF-1064) in August 1989 as Executive Officer. Lieuten- ant Commander Freeburn ' s personal awards include the Navy Com- mendation Medal and the Navy Achievement Medal, as well as various unit and campaign awards. He holds a Masters of Arts degree in International Relations. Lieutenant Commander Freeburn and his wife Sharon were married in 1980. They have three chil- dren: Elizabeth, Nancy and James.

CAPTAINS CALL Commander Richard M. Smith, a native of Los Angeles, CA, gradu- ated from the U.S. Naval Academy in 1971. His first assignment following commissioning was in USS HENRY B. WILSON (DDG-7), where he served as Main Propulsion Assistant until 1974. He then attended the Naval Post Graduate School in Monterey, CA and earned a Master of Science degree in Oceanography in 1976. Following his post-graduate study, CDR Smith completed the Sur- face Warfare Officer Department Head Course in Newport, Rl and was assigned as Operations Officer in the commissioning crew of (USS O ' BRIEN DD-975). His initial department head tour was fol- lowed by an assignment as Engineer Officer aboard USS GRIDLEY (CG-21). Subsequently he served as Flag Secretary for Commander, Training Command U.S. Pacific Fleet. In April 1984 he reported as Executive Officer in USS LEFTWICH (DD-984). Commander Smith reported to USS LOCKWOOD (FF-1064) from duty at Director, Program Analysis and Evaluation within the Office of the Secretary of Defense. He was assigned as a Program and Cost Analyst during this two year tour in Washington. Commander Smith ' s personal awards include the Defense Meritori- ous Service Medal and the Navy Achievement Medal, as well as various unit and campaign awards. Commander Smith and his wife Nancy were married in 1976. Their son, Kellen, was born in 1982.
