CAPTAINS CALL Commander Richard M. Smith, a native of Los Angeles, CA, gradu- ated from the U.S. Naval Academy in 1971. His first assignment following commissioning was in USS HENRY B. WILSON (DDG-7), where he served as Main Propulsion Assistant until 1974. He then attended the Naval Post Graduate School in Monterey, CA and earned a Master of Science degree in Oceanography in 1976. Following his post-graduate study, CDR Smith completed the Sur- face Warfare Officer Department Head Course in Newport, Rl and was assigned as Operations Officer in the commissioning crew of (USS O ' BRIEN DD-975). His initial department head tour was fol- lowed by an assignment as Engineer Officer aboard USS GRIDLEY (CG-21). Subsequently he served as Flag Secretary for Commander, Training Command U.S. Pacific Fleet. In April 1984 he reported as Executive Officer in USS LEFTWICH (DD-984). Commander Smith reported to USS LOCKWOOD (FF-1064) from duty at Director, Program Analysis and Evaluation within the Office of the Secretary of Defense. He was assigned as a Program and Cost Analyst during this two year tour in Washington. Commander Smith ' s personal awards include the Defense Meritori- ous Service Medal and the Navy Achievement Medal, as well as various unit and campaign awards. Commander Smith and his wife Nancy were married in 1976. Their son, Kellen, was born in 1982.
