In 1864 the city council determined to erect a two-story brick building to cost not more than twelve thousand dol- lars, for a grammar and a high school building, and the council deemed it ex- pedient to dispense with the grammar school for the term of 1864-65. The year 1865 was a time of inflated prices and inflated prosperity. The city council, instead of following the design originally chosen, formed a new plan which called for a building costing three times as much. The contract was begun and then abandoned, leaving bare walls with openings unclosed and the roof partly covered.
