EXECUTIVE Born in Paulding, Ohio, Lieu- tenant Commander HOWELL at- tended Defiance College and Pen- nsylvania State University and re- ceived his commission at the U.S. Naval Officer Candidate School at Newport, Rhode Island on 2 Febru- ary 1960. LCDR HOWELL began his career as an Ensign on board USS FLETCHER QDD-4451 as DCAXMPA and finally Engineering Officer. In April 1961 he reported to the Naval Amphibious School, Coronado, for special counterin- surgency training and spent the next two years on various assign- ments in the Philippines, Thailand, Laos and Vietnam. Upon comple- tion of this tour, LTJG HOWELL reported to the USS MATTAPONI QAO-41D as Operations Officer and was promoted to Lieutenant. In November of 1963, LT HOWELL reported aboard USS COWELL IDD-5471 as Operations Officer. Upon completion of this tour aboard COWELL in June 1966 he was assigned as Aide and Flag Lieutenant to COMSERVPAC until October 1968. He was then as- signed duty with the Naval Advisory Group in Vietnam and was promoted to Lieutenant Commander. LCDR HOWELL reported aboard MASON in January 1971. COMMA NDING OFFICER Commander Charles J. STUART, Jr., a native of Maryland, graduated from the U.S. Naval Academy with the class of 1955. His first assignment was with the Naval Intelligence Service on the Staff of COMFIFTEEN. From 1959 to 1961 he served in USS NEWPORT NEWS tCA-1481 as Assistant Operations Officer. In 1961 he was assigned as in- structor at CIC School, Brunswick, Georgia. Joining USS VOGELGESANG IDD-8621 in 1962, he served as Weapons Officer until 1964, when he was ordered to duty as a student at the Naval Postgraduate School where he received a Master of Sci- ence Degree in 1966. Following service as Executive Officer in USS EDSON IDD-9469 from 1966 to 1967, he was Chief of Staff and Operations Officer on the Staff of COMDESRON SEVEN until 1969. He served as Sub-Chief, Navy Section, U.S. Military Group, Ecua- dor from 1969 to 1971, when ordered to USS LEONARD F. MASON IDD-8525 as Commanding Officer. CDR STUART is married to the former Rebecca Hunter of Lewisburg, West Virginia and re- sides with their eight children in Chula Vista, California.
