LEE SHLUTES ilHlIllSllllVlllE ln June, l822, Cowford was designated as a town site under the impetus of one ot its earliest settlers, l, D, l-lart. Assisting in this enterprise were three com- missioners: Francis J. Ross, Benjamin Chaires, and John Bellamy, Later that same year the Legislative Council created Duval County, changing Cowford to Jackson- ville, they named it also its county seat. The rise ot the new town was not as rapid as the early settlers had hoped. lvleasurable growth was minor for, until l83O, Jacksanville's building program accounted for only one house a year within the town limits. Gradually, however, the building was slanted toward more modern construction with the addition of a steam sawmill and a brick kiln, The log cabin was on its way out, By l83O the town of Jacksonville had about lOO citizens. Flourishing steadily from that time the settlement in l832 became incorporated, and by the charter of January, l859, Jacksonville became a city , The corporate limits indicated on the opposite page are those ot March, l842, and they remained unchanged until l887.
