President Reagan and Mikhail S. Gorbachev yesterday signed an unprecedented treaty to eliminate interme- diate-range nuclear missiles, pledging that it would be only a first step in a larger quest to end the nuclear arms race. Coming 42 years after the explosion of the first atomic bomb, the treaty is the first in history, as Reagan put it, that will rid the world of an entire class of U.S. and Soviet nuclear weapons. We can be proud of planting this sapling, which may one day grow into a mighty tree of peace, Gorbachev said. 30
