HE ATTENDED THE UNIVERSITY OF CALIFORNIA, STANFORD UNIVERSITY, AND GRADUATED FROM THE GEORGE WASHINGTON UNIVERSITY. CAPTAIN PUTMAN HAS SERVED IN THE FOLLOWING AFLOAT COMMANDS: VBF-74, VF-72, USS ROCHESTER (CA-124), USS JAMES E. KEYES (DD-787), EXECUTIVE OFFICER USS LOFBERG (DD-759), COMMANDING OFFICER USS HAVERFIELD (DER-742) AND COMMANDER ESCORT SQUADRON THREE. HIS DUTIES ASHORE HAVE INCLUDED STANFORD UNIVERSITY; GENERAL LINE SCHOOL; AIDE TO THE COMMANDANT, ELEVENTH NAVAL DISTRICT; ARMED FORCES STAFF COLLEGE; STRATEGIC PLANS DIVISION OF THE OFFICE OF THE CHIEF OF NAVAL OPERATIONS, U.S. NAVAL WAR COLLEGE, AND THE REGIONAL POLICY BRANCH WITHIN THE ORGANIZATION OF THE JOINT CHIEFS OF STAFF.
