Lieutenant Chief Iustice Santiago Sanchez issued an order stating that all children who had reached the age of twelve be sent to school. He quoted from the Royal Decree of the E Lord Governor which read: I must command and do command that within eight days . . . all the citizens ' who have children fit to enter school must be sent to ef: learn to read and to learn the Christian Doctrine.
