CAPTAIN FRANKLIN D. JULIAN UNITED STATES NAVY Captain Franklin D. Julian was commissioned in 1961 after receiving his undergraduate degree from Temple University. His initial assignment was to the Engineering Department of the USS GRANT COUNTY (LST 1174). He later served as Chief Engineer in that ship. After assignment to Department Head School, he served in USS UHLMANN (DD 687) as Operations Officer. In 1966, he served as aide to the Senior Naval Officer at the Supreme Headquarters Allied Powers Europe. After that tour he was ordered as Commanding Officer of USS ASHEVILLE (PG 84) and served as her commander in Vietnam. Following that tour he served on the OPNAV staff and on the personal staff of the Chief of Naval Operations. After obtaining his advanced degree in Foreign Service Studies at Johns Hopkins University in 1971, he served as Commanding Officer, USS MILLER (FF 1091). After a tour as detailer in the Bureau of Naval Personnel Captain Julian served as Operations Officer on the staff of Commander Middle East Force. Following that tour and prior to being assigned to USS LASALLE, Captain Julian was assigned to the first Strategic Studies Group in Newport, Rhode Island. Captain Julian is married to the former Ann N. Russell of Newport, Rhode Island. The Julians have three sons, Howard, James, and Franklin Jr. 8
