'lin Rear Admiral Samuel H. Packer attended Dartmouth College, and graduated from Tufts University in 1945, at which time he was commissioned. He served in USS DENNIS J. BUCKLEY and USS E-PCE lRl 852 prior to attending submarine school. He then served in USS SEAOWL, USS CERO, USS REMORA, USS SIRAGO, and commanded USS HARDER. He commanded Submarine Division FIFTY-THREE and Submarine Development Group ONE and has served on the Staff of Commander Submarine Force, U.S. Atlantic Fleet, Commander Submarine Force, U.S. Pacific Fleet, Commander in Chief, U.S. Naval Forces Europeg and Commander U.S. Military Assistance Command Vietnam. His most recent assignments have been with the Office of the Chief of Naval Operations, and the Joint Staff, Organization of the Joint Chiefs of Staff. Rear Admiral Packer commenced his present assignment as Commander, Middle East Force in July 1977. He is a graduate of the Naval War College and has a Master of Arts Degree in International Affairs from George Washington University. He is married to the former Miss Peggy Rebhun of Cincinnati, Ohio, and they have five children.

Captain Robert D. Buzzard, Jr. was born in Springfield, Oregon on 12 June 1933. He is a native of Erie, Pennsylvania, and graduated from Erie Academy High School in 1951. He attended Yale University and was awarded a Bachelor of Science Degree in June 1955. He was commissioned an Ensign upon graduation through the NROTC program. Captain Buzzard served-as a gunnery officer on USS COLUMBUS QCA-741 until he departed to attend submarine school. He subsequently served on USS REQUIN QSS 4811 as Engineer and Navigator until February 1961 when he was assigned to the staff of COMSUBDIV 62 as Division Engineer. From February 1962 until July 1964, he was assigned to the Special Projects Office in Washington, D. C. as Administrative Assistant to the Director. He was then assigned to the USS BARBEL CSS 5801 as Operations Officer and Navigator until November 1965 and then to USS ALBACORE QAGSS 5691 as Executive Officer until May 1968. Captain Buzzard served as Commanding Officer of USS SIRAGO CSS 4851 from May 1968 until April 1970. He was then assigned to the' Bureau of Naval Personnel in the Enlisted Assignment Division until June 1972 after which he attended the U.S. Army War College in Carlisle, Pennsylvania until July 1973. During this tour he also attended Pennsylvania State University and was awarded a Master of Administration degree. From August 1973 until October 1975 he was Executive Officer of USS CANOPUS CAS-341 stationed in Holy Loch, Scotland. From November 1975 until December 1977, he was Division Director of the Manning Requirements Division, Bureau of Naval Personnel, Washington, D.C. ' On March 15 Captain Buzzard assumed command of USS LA SALLE QAGF-31, Commander Middle East Force Flagship. During his Naval career, Captain Buzzard has been awarded the Meritorious Service Medal, the Navy Commendation Medal with gold star in lieu of a second award, the Meritorious Unit Commendation and a Battle MEN. I Captain Buzzard is married to the former Donna Lee Driggs of Erie, Pennsylvania. They have four children: Tara, Robin, Robert, and Dawn. The family presently resides in Fairfax County, Virginia.
