-Ui Captain Brance J. Parker, a native of Cadillac, Michigan, graduated from the University of Michigan with a Bachelor of Arts in History. He was commissioned through the Regular Naval ROTC Program in 1964. His initial sea tour was in USS RICHARD S. EDWARDS (DD-950) where he served as Damage Control Assistant and Main Propulsion Assistant. Other sea duty assignments have included Operations Officer in USS FOX (CG-33) and Executive Officer in USS BARRY (DD-933). Captain Parker served as Operations and Executive Officer of River Section 532 in Vietnam. Other tours have included Aide Executive Assistant to the Chief National Security Agency Pacific, Defense Intelligence Agency, Service Force Sixth Fleet Staff, and duty in the office of the Chief of Naval Operations, Directorate for Plans, Policy and Operations (OP-60). Captain Parker wears the Bronze Star with Combat V with gold star in lieu of second award, Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal, Purple Heart, Combat Action Ribbon, Presidential Unit Citation and various campaign and service medals. LTJG JOHN KELVIN KOELSCH was serving with a Navy Helicopter Rescue Unit in North Korea in July 1951. In an attempt to rescue a downed flier, his helicopter was shot down in enemy territory. For nine days he led his crew toward the allied I lines but they were finally captured. Even as a prisoner he inspired faith and confidence in his men. He died of malnutrition on October 16, 1951. For his conspicuous gallantry . . . at the risk of his life above and beyond the call of duty LTJG KOELSCH was awarded the MEDAL OF HONOR.
