COMMANDING OFFICER COMMANDER MICHAEL E. BOYD Commander Michael E. Boyd graduated from the United States Merchant Marine Academy, Kings Point. New York in June 1997 earning a Bachelor of Science Degree and a Merchant Marine license as a Third Mate. Following commissioning and completion of the Surface Warfare Division Officer Course at SWOSCOLCOMDET Coronado he reported to USS REASONER (FF-1063) where he served as Communications Officer and Navigation Administrative Officer until July 1980. In August 1980 he was detailed as prospective ASW Officer in the commissioning crew of USS CALLAGHAN (DDG-994). serving onboard through September 1982. Ordered ashore, in October 1982 he returned to SWOSCOLCOMDET Coronado where he served as an instructor for combat systems, seamanship and navigation. In September 1984 he attended the Department Head Course at SWOSCOLCOM NEWPORT graduating in April 1985. Following graduation, he served two consecutive tours as Combat Systems Offier. The first was in USS DAVID R. RAY (DD-971) from June 1985 through December 1986 followed by USS ARKANSAS (CGN-41) from March 1987 through December 1988. In March 1989 he assumed duties as Executive Officer in USS RENTZ (FFG-46) where he served until October 1990. In November 1990 Commander Boyd reported for duty on the staff of the Deputy Chief of Naval Operations for Surface Warfare (OP-03) where he served as Head, Surface Warfare Plans and Policy Branch (OP-391) until October 1992. Following reorganization of OPNAV, he assumed duties as Deputy. Surface Warfare Manpower and Training Requirements Branch (N869B). In August 1994 he reported to the Naval War College Newport RI earning a Masters Degree from the College of Naval Warfare in June 1995. Upon graduation he returned to San Diego as Operations Officer on the staff of Commander, .Mloal Training Group Pacific where he served through March 1996. Personal decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (two gold stars in lieu of second and third awards) and the Navy and Marine Corps Achievement Medal. Commander Boyd is married to the former Roberta Ann Skarban of Onconto Falls, Wisconsin. They have three children. Shannon, Sean and Steven.

EXECUTIVE OFFICER LCDR ANN CLAIRE PHILLIPS Originally from Annapolis, Maryland. Lieutenant Commander Ann Claire Phillips is a 1983 graduate of the University of North Carolina at Chapel Hill where she earned a Bachelor of Arts in French. She received her commission through the Naval Reserve Officer ' s Training Corps Lieutenant Commander Phillips ' initial sea tour was in USS LEXINGTON ( A VT 1 6) where she served as First Division Officer. Assistant Damage Control Assistant , and Repair Division Officer. During that tour, she spent several months onboard USCGC DAUNTLESS (WMEC 624). conducting Law Enforcement Operations in the Caribbean. She then transferred to USS JASON ( AR 8 ). serving as Navigator and Combat Information Center Officer and completed a Western Pacific deployment during OPERATION PRAYING MANTIS. After attending Department Head School. Lieutenant Commander Phillips reported to USS CAPE COD (AS 43 ) As Chief Engineer, serving through two deployments including an emergent deployment in support of DESERT SHIELD DESERT STORM. Her next assignment was as Operations Officer in USS SAN JOSE ( AFS 7 ). homeported in Agana. Guam. While onboard, she participated in multiple joint exercises and served as Afloat Logistics Coordinator, deploying during Operations DESERT STORM. SOUTHERN WATCH, and RESTORE HOPE. Lieutenant Commander Phillips then served as a Department Head instructor at Surface Warfare Officers School Command. Newport. Rhode Island, instructing Anti-Surface Warfare. Operations. Logistics, and Shipboard Readiness and Training. She is a designated Master Training Specialist. Prior to reporting to USS KINKAID ( DD 965 ) as Executive Officer, Lieutenant Commander Phillips served aboard the staff of Commander, Cruiser-Destroyer Group THREE as Flag Secretary, deploying with the CARL VINSON Task Group and participation in Joint Exercise RUGGED NAUTILUS, and Operations SOUTHERN WATCH and DESERT STRIKE. Lieutenant Commander Phillips ' personal awards include the Meritorious Service Medal, Navy Commendation Medal (Two Gold Stars in lieu of Third Award), Navy Achievement Medal (Gold Star in lieu of Second Award), and other service and campaign ribbons. She is a member of the United States Naval Institute (USNI). the Surface Navy Association (SNA), and the University of North Carolina Alumni Association. Lieutenant Commander Phillips ' interests include sailing and windsurfing, running, cycling, birdwatching. classical music and art
