After graduation, he attended Otticer Can didate School in Newport, Rhode island where he was commissioned as Ensign on 20 Novem ber 1970. Commander Balisle served aboard ships and staffs of both the Atlantic and Pacltic fleets. Shipboard and staft division ottlcer and depart- ment head assignments have lncluded U55 HAR WOOD CDD86 11, COMDESRON FOUR, U55 BROOKE IFFG 1jwhere he received the 1977 Pa cific Shiphandler Award, U55 DENVER 1LPD92 P if Clrtd USS JOHN F. KENNEDY CCV67j. He served as Executive Officer onboard USS KING KDDG 411 and as Commanding Officer of USS KIDD fDDG'9931. Shore duty assignments have included Naval Postgraduate School where he graduated with distinction, receiving the Chief of Naval Operations Award of Academic Achievement, Budget and Programming Officer for Navy Satellite Communications Programs tor Director, Command Control, Office ot the Chief of Naval Operations: and Commanding Otticer of Naval Communications Station, United Kingdom located in Thurso, Scotland. Commander Balisle is a designated Joint Specialty Officer, a proven Subspecialist in Telecommunications Matt agement, and a Subspecialist in Space Systems Operations. He holds a Bachelor of Science in Physical Science and Master of Science in Management.
