The South Eastern joint School District went into joint operation in july, 1951, with eight districts, four boroughs and four townships, forming the jointure. The combination of eight individual districts, each with a board of directors of five, made a total of forty school directors attempting to serve as one board. A more etlicient method of operation was chosen by the eight boards through the formation of the joint school committee, composed of two members appointed an- nually in December by each individual board. The joint school committee functions in the operation of school affairs exactly as an individual board, but with more limited powers than the individual board. The levying of taxes and the adoption of the budget must be done 'through individual board action. The committee acts only in carrying out school policies and operations within the scope of the budget adopted by the eight boards at a full board meeting. School Board CROSS ROADS-H. I. Our representative and governing body, the Student Council, has one student member from each of the nineteen home rooms. The main purpose of the organization is the development of better citizens through experience with self government. The functions of the group include directing extracurricular affairs by approving events for the Calendar of Activities and creating an atmosphere of understanding in the school. By the powers vested in the Council and by sterling example, the Student Council is able to exert a fine inHuence on Kennard-Dale High School. 5

The School Building Authority has had the very large task of overseeing the building of the two new structures that have been added to the physical plant of the South Eastern Joint School District. These new additions have been the Kennard- Dale High School and the six-room elementary school at Stewartstown. 4 Before their task is done, the Authority will have added an auditorium to the Kennard-Dale High School, eight rooms to the six at Stewartstown, and a ten-room structure at Delta for elementary purposes.
