His authority is delegated by him to subordinates for execution of detail. but this, in no way, relieves him of his responsibility. He is the ship. It is a position com- manding great respect, but at the same time, incurring equally great responsibility. Captain Nearman became the 23rd Commanding Officer of KEARSARGE on january 17, 1969. relieving Captain Creighton W. Cook. lt marked the beginning of a milestone in Captain Nearmans many faceted career. He quickly displayed his interest in maintaining the KEARSARGE reputation of Best in the XVest and showed considerable concern for the morale of the crew. They. in turn, dubbed him Top Cat . Captain Nearman came to KEARSARGE with an extensive background in aircraft carrier operations and aviation, having received his commission and avi- ator's wings in june of 19-141. In addition to XX!orld XVar ll and Korea fighter and attack combat flying, Captain Nearman has been active in fleet aircraft test and eval- uation. guided missile research and development, elec- tronic warfare. amphibious warfare. anti-submarine warfare, and tactical command systems planning. Previous commands include: Attack Squadron lVAl 76. Carrier Air Group fCAGl Seven, and USS Muliphen. He is primarily responsible. under the Commanding Officer for organization. performance of duty. and good order and discipline of the entire command. Captain Fowler assumed duties as Executive Officer on August 2. 1968. relieving Captain P. F, Hunter. He immediately became the arbiter of all of KEARSARGES daily woes. orchestrating the often overlapping inter- ests ofthe ship's many departments. As XO. he was at the scene of every emergency. directed and manned the bridge during all alongside evolutions as well as every occasion of entering or leaving port. Captain Fowler accepted a direct commission as Ensign in September 1948. and was designated a naval aviator in November 1949. During his career. he has been attached to Patrol Squadron 23 at Miami. Florida, Weather Squadron Two. Airborne Early Warning Squad- ron Four. and Staff. Commander Fleet Air Wing ll. all located in jacksonville. Florida. King, jr., was born july 14, 1919. in Youngstown, Ohio. where he developed an intrinsic love of nature and life alfresco. As a Life Scout, his enchantment with the outdoors grew steadily. An Ohio Yankee in King Yale's Court . Admiral King attended that renowned University from which he received a Bachelor of Engineering degree in 1941. While at Yale Admiral King was a member of Tau Beta Pi and Sigma Xi honorary fraternities. Commissioned june 17. 1941. he reported on board the light cruiser TRENTON where he realized a flourishing penchant for life at sea. In the Pacific Theater with the newly commissioned light cruiser MOBILE, Admiral King participated in the 1945 Pacific and 1944 Asiatic Pacific raids, earning the Navy Commendation Medal in 1945. A subsequent Gold Star in lieu of his second award was presented him in 1965 for meritorious service as Assistant Chief of Staff to Commander SEVENTH Fleet. As Commander Destroyer squadron ONE he received the Bronze Star Medal. The citation read: Through his professional competence, sound judgement, and dedicated leader- ship...he was responsible for superior performance by units of Task Group 77.8 under his command, signif- icantly advancing naval combat effectiveness in South- east Asia and enhancing professional respect for U.S. Navy capabilities in the combat environment. From 1948 to 1949 he was a student at the Naval Postgraduate School and later, M.l.T., receiving his Masters degree in Nuclear Physics in 1951. He ad- ditionally received instruction at the Naval War College. During the Korean Conflict he was commanding officer of the destroyer escort BACHE. Subsequent assignments included duty with the staff of Commander Carrier Division SIXQ as executive officer of the destroyer MOALEg commanding officer of the destroyer tender YELLOWSTONEQ Commander Destroyer Division 6013 commanding officer of the Nuclear Weapons Training Center, Atlanticg and exec- utive assistant and senior aide to the Chief of Naval Operations. The varied assortment of aircraft assigned to Air Group 53 presents a multitude of individual problems to directors, handlers, catapult and arresting gear crews and fuelers. Under the super vision ofthe tower fPrimary1 controllers, CDR Van Kleeck and CDR Bind. the Air Department effectively launches. recovers and services aittraii 24 hours a day. CDR Ward, the Aircraft Handling Officer, supervises and coordinates the functions of the four divisions. Through his efforts tht proper aircraft get fueled, armed, spotted. launched, recovered and re- spotted in a continuous rapid cycle. V-1, the Flight Deck Division, is supervised by LCDR Theodotelos, and is divided into crews for FLY I. FLY Il. FLY Ill and Crash and Sal- vage. They work in an environment similar to the track at Indianapolis 0500 while moving and spotting aiicraft. W M V-2, the CatapultfArresting gear and Visual Landing Aids Division is supervised by ,LCDR Kostenbader and LCDR Cain. The Dental Department boasts this year of three completely new and ultramodern dental operatories and one prophylaxis unit, which enables us to perform the entire spectrum of dental services. These include op- erative dentistry lsilver amalgams and gold restorationsl. end0ntiCS lroot canal therapyl. periodontics ltreatment of disease of the gums l. surgery and fixed and removable prosthetics appliances ldenturesl. The 218 1 prophylaxis unit is used for cleaning and applying stannous flouride to the teeth. We also have facilities for taking and processing dental X-rays. and a laboratory for construction of prosthetic appliances. The role of the Dental Staff is the treatment of dental disease and its prevention through patient education. prophylactic cleaning and ap- plication of stannous flouride to the teeth. The medical needs and facilities are likewise similar. The KEARSARGE medical staff normally consists of two medical officers. The Air Group. when embarked. suppliments the ship's company with its officers and corpsmen. Sick call, physical examinations. X-rays, immunizations. minor surgery. eye refractions. Hrst aid training and sanitation inspections are some of the routine everyday duties performed. Everyone must be alert always for those occasional emergencies that can and do occur during a deployment. Training and practice help develop the skill and teamwork necessary to handle any situation properly. With that call the KEARSARGE Damage Control organization whips into action and begins the arduous task of buttoning up the ship. In August of 1968, the Damage Control Department was organized. KEAR- SARGE was selected as one of the type ships to create this new depart- ment. Originally, Damage Control fell under the control of the First Lieutenant. Then, in 1946, the responsibility was changed to the Chief Engineer. Now, due to the complexity of modern ships and numbfffll ever present hazards to ship board personnel. the Secretary ofthe Nagy was authorized the formation of this new department on a trial basis. From the beginning, our group of professionals began to teach the ship that damage control is an All hands evolution . Lectures onutht use of fire fighting equipment and damage control procedures were glvfn continuously. Slowly, the ship's level of readiness to handle an emergeflfl' at sea began to climb. KEARSARGE QUICKLY ESTABLISHED commu- NICATIONS RELAY AND HELIQJPTER CDNTROL WHILE ACTIVATING ITS MASS CASUALTY PLAN. SERIOUSLY INJURED PERSONNEL WERE HELICOPTERED ABOARD AND QUICKLY TREATED AND PROCESSED FOR RETENTION OR AIR EVACUATION. KEARSARGE TOOK ABOARD ONE HUNDRED NINETY-NINE SURVIVORS OF FRANK E. EVANS AND CGVDUCTED PHOTCX-IRAPHIC COVERAGE OF DAMAGE TO BOTH SHIPS WHILE CONTINUING HELICOPTER SEAROIES OF THE AREA FOR SURVIVORS.
