Ordered by his Sl-'Periors to accomplish a certain mission, he must decide the most effective way to carry out the task. ln mclflng his decision, he must 1 A consider a tremendous number of factors sthe local political situation, capabilities of his forces, enemy strength, weather conditions, and dozens of other interrelated factors. To relieve him of the task of sifting through the great amount of required information, he has a staff of especially qualified officers and men, divided U into departments much in the some WCIY CIS Ore my men. Each department analyzes the mission from its particular view-point and makes its recommendations to the Admiral. The Admiral comes to his own conclusions on the comparative feosibilities of the various plans in making his decision.
