Pugsley must be alert to and informed on problems of the University campus. 10 Staff Increase Meets Expansion Problems Because of constant growth in the Univer- sity and the many required duties of Pres- ident James A. McCain, the number of top administrative officials was increased. The office of vice president of academic affairs was created with more authority, replacing the office of dean of academic affairs. As vice president, A. L. Pugsley shared the general administrative responsibilities of the president. Co-ordinating the adminis- tration of all resident instruction programs, William Bevan was vice president of aca- demic affairs. Daniel Beatty, business man- ager, was responsible for the overall fiscal operation of the University. Heading foreign affairs, Vice- President Emeritus A. D. Weber was the director of international activities.

Administrators Head University Activities With a membership of the deans of each college and school, the newly formed Aca- demic Council co-ordinated academic pro- grams, defined new standards of academic excellence and made recommendations to the President. Working with non-academic mat- ters, the Administrative Council considered salary scales and faculty distribution. Max Milbourn, assistant to the President, served as chairman of the General Scholar- ship committee and the Public Relations Council. In President McCain ' s absence, Mil- bourn assumed the executive duties. Other administrative officials supervised University and student services. Managing the 330,000-volume Farrell Library, J. W. Kraus added 30,000 books to the library. Housing Director A. Thornton Edwards served on a committee to plan a cafeteria and 600-person dormitory to be pa rt of a housing complex northeast of the campus. Semester fees of Student Health, headed by H. P. Jubelt, were raised from $10 to $13. As assistant to President McCain, Max Milbourn heads many committees concerning University policy. Administrative Heads Top Row: C. M. Cprrell, Historian; D. G.
