Photo by Owen Brewer Now serving his second term, Governor John Ander- son takes an active interest in the University. From his Topeka office, he coordinates K-State functions with regard to state finance and public relations. McCain Backs Five-Point Sports Program A five-point program designed to make K- State ' s football and other inter-collegate teams more competitive was proposed by President James McCain in the fall of his 14th year in office. The President also sup- ported a doctoral program in nuclear engi- neering designed to spur research and devel- opment for Kansas industry. The Board of Regents approved the sale of $1.1 million bond issue for construction of 120 married student apartments on campus. They also authorized construction of a women ' s residence hall and new cafeteria. Governor John Anderson appointed two new members to the Board of Regents in his efforts to strengthen higher education. Board of Regents Top Row: Whitley Austin, Dwight D. Klinger, W. F. James A. McCain, named president-elect of the Kan- sas Association of Colleges and Universities, con- ferred in Washington with the late President Kennedy and educators on the civil rights problem in schools.

As vice president, A. L. Pugsley must be alert to and informed on problems of the University campus. 10 Staff Increase Meets Expansion Problems Because of constant growth in the Univer- sity and the many required duties of Pres- ident James A. McCain, the number of top administrative officials was increased. The office of vice president of academic affairs was created with more authority, replacing the office of dean of academic affairs. As vice president, A. L. Pugsley shared the general administrative responsibilities of the president. Co-ordinating the adminis- tration of all resident instruction programs, William Bevan was vice president of aca- demic affairs. Daniel Beatty, business man- ager, was responsible for the overall fiscal operation of the University. Heading foreign affairs, Vice- President Emeritus A. D. Weber was the director of international activities.
