Two of the lesser publicized administra- tive positions that are very important to our school are those of Business Manager and Tax Assessor-Collector. Here at JHS these two positions are held by just one person, Preston Joy. His job is to appraise and value personal and real property in our district, establish ownership, prepare tax notices and collect taxes. Tax money that is collected is used in two ways. A portion of it is used to retire school bonds that were sold in 1962. The greater portion goes directly to the school to pay for goods and services for which we do not receive funding from the state. Like the Federal Minimum Wage Act which established a floor for salaries, the State of Texas has established the Mini- mum Foundation Act which grants monies to all accredited schools to pay minimum salaries and operating expenses. All districts are also assessed and must pay a specific amount as their share. This year the amount we contributed was $121,487. Married to Vera Beth Wade and the father of Cash, Mr. Joy (right) has been an employee of the JISD for 2 years. In terms of seniority in the Business Office, Janet Allsup (below) takes, the hon- ors. She has been bookkeeper for the last 6 years. Also assisting in the downtown office is Mrs. John Lockett. 18

The top administrative position in our school is held by Superintendent Billie C. Earles. Mr. Earles is responsible for carrying out the directions of the Board of Trustees. He is charged with the administration of all instructional and non- instructional programs in our district. Married to Ardith Anne, they are the parents of Eddie, Cindy, and Maggie. The former Director of Pupil Personnel Services, Research, Planning and Special Programs at Abilene ISD, Mr. Earles received his B.B.A. from North Texas State, his Master’s degree from Hardin-Simmons and has continued his post graduate education with the Uni- versity of Texas and Hardin-Simmons. A relative newcomer this year. Principal Joe Rob- inson took over the reins of running the high school from Jack Hoggett who had been filling in after Mr. J. R. Dillard's resignation on November 8, 1977. In charge of curriculum, Mr. Robinson has been successful in arranging for many elective courses for the 1978-79 school year. He has been instru- mental in welding both the faculty and student body together to help make this a year in which we can truly take pride. Mr. Robinson has been involved many, many hours each week in counseling both students and teachers. Of course, the occasional discipline prob- lem does come to his office and he has been involved in discipline. Coming to JHS after the first quarter, Mr. Robin- son found himself immediately involved in the Self- Study Program mandated by the Texas Education Agency. In addition to this, as custodian of text- books, Mr. Robinson also inherited another time- consuming task. Sharing his technical knowledge with the Journal- ism and Yearbook staffs, Mr. Robinson was both a stimulus and a well-spring of information. Married to Joy, they are the parents of Jane, a 4th grader. Mr. Robinson came here from Bammel Mid- dle School near Houston. His B.S. and Master's degrees are from Stephen F. Austin State. He has completed 30 hours toward his doctorate at the Uni- versity of Houston.
