DANIEL THE MAN In his lifetime, JOSEPHUS DANIELS was a noted American newspaperman, a.n-,ambassador to Mexico, and Secretary of the Navy. During his eight year span, 1913-1921, as Secretary of the Navy, JOSEPHUS DANIELS is most remembered for his banning of alcohol on board ships, but this was just a minor job in his major overhaul of naval policies. Many of us are familiar with anti-military sentiment prevalent during the late sixties due to the Vietnam War, however, prior to JOSEPHUS DANIELS becoming Secretary of the Navy, the prejeducial feelings towards the men in uniform was even more severe and more intense. Men in uniform were barred from public premises and navy sailors in particular were considered low scum. Obviously, enlistment and retention were negligible. JOSEPHUS DANIELS, through his reforms and new conepts, brought respectability and honor to the American Sailor. JOSEPHUS DANIELS organized an effort to boost enlistment and improve retention. Many of the old traditional recruiting posters seen today were introduced under his leadership. He provided steam laundry serviceslonboard ships, thus eliminating the need for sailors to hand wash their own laundry. In addition, JOSEPHUS DANIELS allowed crews overseas more liberty and organized tours for them, to places of artistic or historical interest. He also established training both onboard the ships and ashore at schools. This training proved valuable to the sailor and to the navy as it increased interest in the men and increased the overall quality of the navy. Other achievements of JOSEPHUS DANIELS included initiating the switch from burning coal to oil on ships, and saving the navy and taxpayers countless dollars by vigorously fighting against collusive bidding on navy contracts. During his years as Secretary of the Navy, JOSEPHUS DANIELS identified problem areas within the navy, sought ideas to improved them, and then fought to incorporate these changes.
