School philosophy functions under Dr. Arthur Bruning The continuing purpose of joliet Township High School is to provide the highest possible quality of educational opportunity for all young people they serve. Superintendent Dr. Arthur L. Bruning believed a school system functions basically on an educational philosophy. Dr. Bruning applied his policy to all prob- lems relative to the three joliet Public High Schools: West, East. and Central. Failure of a school referendum September 14, l968, and black student boycotts in late October pressured a school system devised to serve the student. Yoters of school district 204 elected seven members to the Board of Education. They as- sisted Dr. Bruning by determining a philosophy, a fundamental budget, and a basic curricula. De- cisions, standards, suspension and expulsion were based on the general policy. These men divided the budget to meet equipment and repair demands, salaries, health and lunch services. Administration members handled operation- al and student relation problems at monthly meetings.
