As I think of the years of your college careers, they seem a somber time. Nuclear war has threatened us, world leaders have been assassinated, the Middle East has been explosive, the world economy has been shaky. In our own country, even our City, the homeless wander the streets, friendless and hungryg the prospect of a few jobs draws thousands who wait days for precious application forms, pickpockets thrive at rush hour on buses and subwaysg random violence seems everywhere. We are sending you out into a grim and hostile world. But in your years here, in a friendlier place, you have worked very hard and you have accomplished a great deal. On our part, we have tried to educate you for the world you will be going into, to give you a foundation for moving into the public service jobs that most of you want. We have even tried to provide you with some of the tools to make the world a better place. And you, as future public servants will bein a unique position to do that. My message to you is to change the world. Change it for yourselves, for your families, for all of us. May the wind always be at your back. Congratulations. President Gerald W. Lynch
