30 fire CVM 0 7950: You are a beneficiary of the great American public school system, and for this reason you owe a peculiar debt to your country. This debt can be paid, in part, if you do what you can to promote a wider popular under- standing of the foundations of our liberty and freedom. We Americans have been too smug and complacent about this obligation. Too many of us have assumed carelessly that our liberties were sacrosanct, and have flagrantly neglected to maintain the balanced relationship between rights and duties in citizenship. We at times seem to forget that the maintenance of representative democracy requires an exceptionally high degree of intelligent understanding and of active cooperation on the part of all our citizens. History shows that liberty has been lost far more frequently by the complacency, indifference, and ignorance of the citizenry themselves, than by executive fiat or military conquest. Daniel Webster said, a'Cod grants lib- erty only to those who love it and will always guard and defend it. May you as graduates, rededicate yourselves to a finer realization of those root principles that have made America great, and may you work unre- mittingly for the preservation of political, intellectual and religious liberty.
