Its responsibilities include bridge operations during flight quarters, entering and leaving port, an- choring, restricted waters maneuvers and at-sea replenishment. lt also conducts visual communications with other ships when steaming in convoy. The Naviga- tion Department also manages the ln-port fnon-engineeringl watch organization and ship's ESWS tEnlisted Surface Warfare Speeialistl program. The Signalmen fSMl communicate with other ships visually without using modern communication equipment and can maneuver a task group using only flagsfpennants and flashing lights.
