Entering the Navy in june I943, he was graduated from the Naval Academy in june I946. Captain KlEHl.'s first assignment in the fleet was aboard the battleship NEW JERSEY as a Gunnery and CIC Officer. ln I949 he attended Submarine School, thence to the USS SEA FOX CSS-4025 as Supply and Engineer Officer, qualifying in submarines in l95l. His next assignment was the USS TILEFISH l55-3077 as Engineer, Communications, and Operations Officer. From I954 to I956 he was a Torpedo Pfolect Officer at the Bureau of Ordnance. ln l956 he reported aboard the USS SEA ROBIN CSS-4071 SS Executive Officer and shortly thereafter qualified for command of submarines. The next three years were Silent as Commanding Officer of the USS BERGALL CSS-3205 and the USS BONEFISH CSS-5821. In l96l he was a member of the faculty of the U. S. Army and General Staff College. UUR PRESENT X0 Commander Frederick R. BARTLETT was born in LBIQSWOOCI, Ohio on 22 June l93O. He was commissioned in the Navy upon designation as a Naval Aviator in November l953. After commissioning he re- ported to Patrol Squadron NINE stationed Alameda, California. Following his first tour of duty, Commander BARLETT reported to the Naval Air Station at Pensacola, Florida as a flight instructor. From there he was assigned to Helicopter Squadron THREE in Norfolk, Virginia and two years later to the Staff of Fleet Air Wings Atlantic, also in Norfolk. In I964, Commander BARTLETT reported to the U. S. Naval Postgraduate School at Monterey, California where he completed his undergraduate schooling and received the Bachelor of Arts Degree in International Relations. This was followed by an eighteen month tour as a Basic let Flight Instructor at Meridian, Mississippi. At this point Commander BARTLETT volunteered and was assigned to Helicopter Attack CLightJ Squadron THREE in the Republic .of South Vietnam where he served as the squadron's Administrative Officer and as a Fire Team Leader. Upon returning from Vietnam, Commander BARTLETT served a short tour of duty with the ASW Staff of CONFAIRQUOSET, before becoming the Executive Officer of Helicopter Anti-Submarine Squadron ELEVEN, In l97O, he became Commanding Officer of that Squadron and so served until attending, in l97l, the advanced course at the Naval War College, Newport, Rhode Island where he also completed and was awarded the Master of Science Degree in International Relations from George Washington University. Commander BARTLETT reported to IWO IIMA on 5 September l972. His wife, joan and four children reside at Quonset Point, Rhode Island. CDMMA NDER F. R. BARLETI' Commander David H. FISCHER was born in Muscatine, Iowa on I February I929. He was commissioned in the Navy upon graduation from the U. S. Naval Academy in June l9S3. After commissioning he reported back to the Naval Academy as an instructor in the Department of Marine Engineering. In September i953 Commander FISCHER reported to Pensacola, Florida for flight training. Since his designation as a Naval Aviator in l954, he has served as Flight Officer in Patrol Squad ron 44, Assistant Maintenance Officer in Air Anti-Submarine Squadron 3I, and Maintenance Officer in both Air Anti-Submarine Squadron 36 and 24. He has also served as Executive Officer and later as Commanding Officer of Air Anti-Submarine Squadron 27. interspersed with these Squadron assignments, Commander FISCHER completed a tour of duty in the Department of Physical Education at the Naval Academy from I958 to l96l as an instructor and both assistant and head Plebe Football Coach. From October I962 to I964, he served as Flag Lieutenant and Aide to the Com- mander, U. S. SECOND Fleet. Following this tour of duty, Commander FISCHER attended the Naval War College Command and Staff Course. In connection with the Naval War College, he attended the George Washington University Extension School and received a Master of Science degree in International Relations. Prior to his selection for Aviation Command, Commander FISCHER served on the staff of the Commander in Chief, U. S. Atlantic Fleet, as an Operational and Command Management Analyst in the office of the Fleet Inspector General. Commander FISCHER is married to the former Betty Lee of Silver Spring, Maryland.
