I' ' k I 1 4 C aptain Richard Alan Robbins, a native of Hot Springs, Arkansas, entered the United States Naval Academy in Iune 1965. He was commissioned and awarded a Bachelor of Science Degree on Iune 4, 1969. Following his commissioning, Captain Robbins served on USS RICH QDD 8201 and USS ALYWIN CFF 10811 as the commissioning Anti- Submarine Warfare Officer. His first shore duty was at the Naval Postgraduate School in Monterey, California, where he was awarded a Master of Science De- gree in Operations Research in February 1975. Captain Robbins then served as Weapons Officer on USS BUCHANAN CDDG 141 prior to serving on the Chief of Naval Operations Staff QOP 131 as Head, En- listed Strength Plans Section. In 1981, Captain Robbins returned to the fleet as Executive Officer aboard USS ELLIOT CDD 9671. . ' - - me ' He remained at sea as Chief V Staff Officer, Destroyer Squadron -ff: Twenty-one before reporting to V the Chief of Naval Operations Staff in the Planning and Pro- gramming Division fOP 801. Captain Robbins then served as Commanding Officer, USS BOWEN CPF 10791. He returned for another tour on Chief of Naval Operations Staff COP 131 as Head, Enlisted Plans and Community Management Branch Director. Captain Robbins assumed duties as Commander Destroyer Squad- ron Fifteen in August 1991. Captain Robbins' personal decorations include the Legion of Merit, the Meritorious Service ' 1 Medal Cthree awards1, and the Navy Commendation Medal fone award1. In addition, he wears various campaign and service medals. He has deployed to the Western Pacific, Mediterranean Sea, Indian Ocean and Arabian Gulf. Captain Robbins is married to the former Vicki Lynne Noble of Castro Valley, California. They have three sons Richard Ir., Mark and Adam.

He entered the Na through the Aviation Officer Candidate School Prcagram and was designated a Naval Aviator in May 19 . His first duty assigknment was with Helicopter Anti- Submarine Sguadron our, The Black Knights , em- barked on U S TICONDEROGA QCVA 141, USS KITTY HAWK QCV 631 and USS RANGER CCV 611. In Decem- ber 1975, he reported to HS 10 as an instructor pilot and COMNA AIRPAC H-3 NATOPS evaluator. With a follow-on assignment as Air Boss aboard USS DEN- VER QLPD 91, he earned a Surface Warfare Officer qualification. Captain Nelms attended the Naval Postgraduate Schoo in Montereg California where he received a Master of Science egree in Manpower, Personnel and Training-IAnalysis. In December 1982, he reported back to S 4, where he served as Administrative, Maintenance and Operations Officer aboard USS CARL VINSON CCVN 701. Subsequently, he served as Flag Administrative Aide to OP 12, Total Force Programming and Budgeting Division. Captain Nelms resorted to HS 2, Golden Falcons , as Executive Officer in December 1986, an assumed command in May 1988. During his tour, HS 2 was awarded the COMNAVAIRPAC Battle E and CNO Safety award. Following his command tour, Capmtain Nelms reported to COMNAVAIRPAC in November 1989, w ere he served as Helicgpter Train- ing and Readiness Officer. He reported to USS INDEPENDENC QCV 621 as Executive Officer in March 1991. Ca tain Nelms' personal decorations include the Meritorious Service MedaI?Navy Commendation Medal fthree awards1, Navy Achievement Medal, Nav Expeditionary Medal and several Unit and Service Awards.
