Waters, typifies these ideal charactertistics through his administrative wisdom and concern for the youth of our nation. His administrative wisdom has served as a torch which has led Norcom through difficulties to the crest where she stands as a symbol of a carefully chosen staff, a timely and flexible curriculum, and varied, purposeful activities . His interest in the youth of the nation has served as a torch to light the way to the full utilization of the opportunities Norcom offers for the develop- ment of strong minds, great hearts, true faith, and ready hands.
