bedicated To the WW Ot mr. Wm. Prewco tt ln December, l852, the ordinance ot the city of Memphis, gave the public school board power to elect their own president and secretary. The following Feb- ruary the first president was elected. Dr. D, M. Hilliard, in The Development of Public Education in Memphis says: Hlrrespective of charters or amendments to old charters or by modification of the rules and regula- tions of the board, the office of school board president has remained the controlling power in school adminis- tration. Practically without exception the men who have held this important office during the ninety-five years since have been men of culture, education, and ability, distinguished in business or professional life, and benefactors in their contributions to the social, civic, and cultural development of the city. No where do the records disclose any trickery, collusion, or ques- tionable dealings carried on by the board in its one hundred years of existence. ln l925, Mr. W. I, Prescott was elected to the office of President of the Board of Education of the Memphis City schools as the forty-first president of this body, and held this high office longer than any other person. To Mr. Prescott, in deep and sincere appreciation of his splendid work, we gratefully dedicate the l947 Senior Edition of the f-lumes l-ligh Herald.
