Yet we spend more on intoxicants and tobacco than we do improving the skills and minds of our children. Millions of children in the United States are denied a fair chance to get a basic education. Four million children of school age are not enrolled in any school. Nearly three million over fourteen years of age are illiterate. Over eight million fourteen years of age have less than a fifth grade education. If we believe in the principle that all children are entitled to an equal op- portunity, then it follows that educational opportunities must be improved in poorer states. If we are to indoctrinate our children in democracy and its beliefs, then educational benefits must be made available to all. - We need to build all possible bulwarks against the spread of Communism. We can guarantee equal educational opportunities only through Federal Aid to Education. We need Federal Aid to Education, now. QSuperintendent
