USS HORNE CG-30 ANOTHER PROUD TRADITION WESTPAC 1975 In 1775, our forefathers, who had crossed the ocean in search of freedom, banded together as 13 colonies and established the United States Navy. From this be- ginning, the Navy is linked.in spirit and tradition to each of the 50 states that now form our Union. The 13 stars of the Navy's 200th Birthday insignia represent the 13 original colonies whose Continental Congress formed the Navy. Fifty links on the chain re- present the modern states; and the anchor recalls.the strength and bravery of mankind inspired by the sea. 2 r 3 Commanding CAPTAIN LAWRENCE LAYMAN Captain Lawrence LAYMAN, a native of Lebanon, Missouri, is a graduate of the U.S. Naval Academy and was commissioned an Ensign on 6 June 1952. His first assignment included duties as First Lieutenant and Damage Control Assistant in USS MARSHALL (DD-676). This was followed by a tour of duty as Executive Officer and Navigator of USS CAYUGA COUNTY (LST-529) form March 1954 to January 1956. Captain LAYMAN then reported to the Atlantic Fleet Mine Force as Executive Officer and Navigator of USS DIRECT (MSO-430). His next assignment was to the Bureau of Ships from April 1957 to February 1959 as Surface Assistant in the Applied Science Branch for Research and Development. He returned to the Pacific Fleet in April 1959 as Operations Officer of the commissioning crew of USS SOMERS (DD-947). Following a 19 month tour in SOMERS, he served a one year tour as Communications Officer on the staff of Commander Destroyer Flotilla SEVEN. Sub- sequently Captain LAYMAN was associated with the Naval Tactical Data System as a senior programmer at the Fleet Computer Programming Center Pacific until April 1964. Captain LAYMAN successfully completed the Nuclear Power Training Program in May 1965 earning qualification as a Reactor Operator. This school included six months of theoretical studies at Mare Island. California, and six months of operational training at Idaho Falls. Idaho. He returned to the Pacific Fleet Destroyer Force in June 1965 as Executive Officer of USS KING (DO-10). Prior to his detachment, KING twice deployed as a unit of the Seventh Fleet in support of Vietnam operations. Captain LAYMAN completed the Air War College, Maxwell Air Force Base. Alabama in June 1967. Captain LAYMAN commanded USS JOSEPH STRAUSS (DDG-16) from July 1967 to August 1969. As Commanding Officer, while serving with the Seventh Fleet, he was awarded the Bronze Star with Combat V and the Republic of Vietnam Navy Distinguished Service Medal, 2nd Class. Also for this period JOSEPH STRAUSS was awarded the Mertorious Unit Commendation. Prior to assuming command of USS HORNE on 6 June 1975, Captain LAYMAN served for three years on the staff of the Chief of Naval Operations, responsible for Communications Research and Development. From August 1972 to May 1975 he served as Chief of Staff, Defense Communications Agency. Washington, D.C. Captain LAYMAN is married to the former Carmen Meyer of Jackson, Missouri. They have four children, Linda. Larry. Harry, and John. 4 Officers CAPTAIN ALTWEGG Educated in Warsaw, New York, Captain ALTWEGG enlisted in the Navy and attended AT (A) School. He received a Fleet appointment to the Naval Academy and graduated in 1952. He served on USS ORISKANY (CVA-34); as Aide and Flag Lieutenant to Commander, Cruiser Division One; Operations Officer. USS CONE (DD-866); Weapons Officer, USS BAINBRIDGE (DLGN-25); and Executive Officer, USS DEWEY (DLG-141. In 1968 he assumed command of USS MAHAN (DLG-11). Captain ALTWEGG attended the Naval Post Graduate School for two years, and the Massa- chusetts Institute of Technology, from which he received a Master of Science Degree. He graduated from the Nuclear Power School and from the Industrial College of the Armed Forces. Captain ALTWEGG was Force Armament Officer, Cruiser Destroyer Forces, Pacific Fleet. In 1971 he became Aide and Special Assistant to the Assistant Secretary of the Navy for Installation and Logistics. Prior to assuming command of HORNE on 9 September 1973 he served as Executive As- sistant to the Director, Defense Security Agency. He has been awarded the Legion of Merit; Bronze Star with Combat V , Meritorious Service Medal and the Vietnam Service Medal. Captain ALTWEGG will assume command of the Naval Ships Weapons Systems Engineering Station, Port Hueneme, California. He and Mrs. Altwegg have one daughter, Shauna, who attends Sophie Newcomb College at Tulane University. 5 COMMANDER CRUISER-DESTROYER GROUP FIVE Rear Admiral Gerald E. THOMAS is a native of Natick. Massachusetts. He enrolled in the Naval Reserve Officer Training Corps at Harvard University in Cambridge, Massachusetts and upon graduation was commissioned an Ensign in July 1951. He has commanded the ocean minesweeper. USS IMPERVIOUS (MSO-449) and the destroyer USS BAUSELl (DD-845). Other sea assignments have included the radar picket destroyer USS NEWMAN K. PERRY (DRD-883), the cruiser USS WORCESTER (CL-144) and the radar picket destroyer escort USS LOWE (DER-325). He has also served with the National Security Agency, the Bureau of Naval Personnel and as Commanding Officer of the first Naval ROTC unit established at a predominately Black College. Prairie View A M College, in Prairie View. Texas. While attached to the Bureau of Naval Personnel, he served as a member of the Presi- dent's Board for Racial Equal Opportunity where he helped implement several valuable recom- mendations. On 20 September 1973, Rear Admiral THOMAS assumed command of Destroyer Squadron NINE in the Gulf of Tonkin. He was relieved on 5 September 1974 and frocked to the grade of Rear Admiral. His awards and decorations include the Meritorious Service Medal, the Navy Commendation Medal with Combat V and other campaign and service medals. Rear Admiral THOMAS is married to the former Rhoda Henderson of Boston. Massachusetts. They have three children, Kenneth. Steven, and Lisa. CHIEF OF STAFF CRUISER-DESTROYER GROUP FIVE CAPTAIN JAMES J. TYSON Captain TYSON entered the Navy in July 1946 through the Naval Aviation College Pro- gram. After attending the University of Alabama, he entered preflight training at Pensacola as a Midshipman in May 1948. Following designation as a Naval Aviator in November 1949, he served with VF-173 flying F4U Corsairs and F9F Cougars. Subsequently, he was assigned as a flight instructor at Pensacola followed by a tour on board USS CORREGIDOR. In 1957 he was ordered to Stanford University for completion of his undergraduate education in engi- neering. Upon graduation. Captain TYSON reported to VX-4 for duty with Guided Missile Unit No. 41 at Point Mugu. In 1960 he attended the U.S. Naval Test Pilot School and then served as a project officer with the Flight Test Division at the Naval Air Test Center, Patuxent River. While at the NATC, Captain TYSON participated in tests and evaluationof several airplanes including the A-4, F-8, F-4, P-3, A-5 and others. In 1963 he was selected as the U.S. Navy pilot for a tripartite V STOL program in England. Upon completion of flight tests in England, he became OINC of a triservice team to continue tests of the P.1127 for the three U.S. armed services in the United States. Returning to the Fleet in 1966, Captain TYSON served as Executive Officer of VA-216, flying the A-4 Skyhawk. Deployments included one to the Med and one combat tour in WESTPAC. In December 1968 Captain TYSON reported to USS CORAL SEA as Ops Officer where he served until receiving orders as Commander, Attack Carrier Air Wing Fourteen with service onboard USS ENTERPRISE. In June 1971, he reported to OPNAV as Executive Assistant to the Director, Tactical Electro-magnetic Pro- grams. In 1973 he attended the Advanced Management Program, Harvard Business School then served as Director, Test and Evaluation Division OPNAV. In August 1974, he reported to Commander Cruiser Destroyer Group FIVE for his present assignment as Chief of Staff. Captain TYSON is from Mobile, Alabama, and is married to the former Miss Ann Buckley of Pachuta, Mississippi. Captain and Mrs. TYSON reside in San Diego, California. They have one daughter, Paige, and two sons, Jim and Thornton. Executive COMMANDER EUGENE S. DVORNICK A native of Wharton, New Jersey. Commander DVORNICK enlisted in the Navy in 1954 and attended FT A School. He received a fleet appointment to the U.S. Naval Academy and was commissioned with the class of 1961. After commissioning Commander DVORNICK attended Officer Submarine Training from which he was assigned to submarine duty. Commander DVORNICK served admirably in the Submarine Service. He served aboard the submarines USS CONGER. USS BANG. USS G.C. MARSHALL, and USS SAILFISH, before at- tending the U.S. Naval Post Graduate School. Following Post Graduate School where he received his Masters Degree in Operations Re- search. he was Executive Officer of the USS HARDHEAD. Commander DVORNICK also served a tour with the Joint Strategic Planning Staff at Offutt Air Force Base Nebraska. Commander DVORNICK is married to the former Patricia A. Milliken of Hackensack. New Jersey. They have four children, Steven. Laura, Lisa and Eugene. Officers COMMANDER WILLIAM VAN ALLEN Commander William Maurice Dirk VAN ALLEN received his commission through OCS after receiving his BA Degree from the Centre College of Kentucky. He has served aboard the USS JENKINS (DDE-447), USS CHOWANOC (ATF-100), and USS BRONSTEIN (DE-1037), in addition to commanding the USS ENERGY (MSO-436). Commander VAN ALLEN has also served on the Staffs of COMNAVFOR Vietnam, CINCLANT FLT, and COMCRUDESGRU-FIVE. He is a graduate of the Defense Intelligence course and the Naval War College.
