Lieutenant Commander David W. Hughes The son of Donald and Beverly Hughes, Lieutenant Commander Hughes attended Choctaw High School in Choctaw. Oklahoma. He graduated from the U.S. Naval Academy in May 1987 where he earned a Bachelor of Science in Ocean Engineering, and received a commission as an Ensign. Following gradua- tion, he reported to USS FRANCIS HAMMOND (FF 1067), home ported in Yokosuka, Japan for temporary duty prior to attending the Surface Warfare Officer School Division Officer course and other specialty training courses in Coronado and San Diego, California In September 1988 he returned to FRANCIS HAMMOND now home ported in Long Beach. California. During this tour he served as Anti-Submarine Warfare Officer. Main Propulsion Assistant and Chief Engineer. Operational accomplish- ments included deployments to the Western Pacific as part of PACEX 89 and to the Arabian Gulf as a member of the U.S. led multi-national coalition forces of Operations DESERT SHIELD DESERT STORM. In November 1991 Lieutenant Commander Hughes was ordered to the Bu- reau of Naval Personnel in Washington, D.C. where he served as a Rating Assignment Officer for enlisted personnel in the surface technical ratings. During this tour he attended the Catholic University of America where he earned a Master of Science of Engineering (Environmental Engineering and Management). Following his shore assignment. Lieutenant Commander Hughes completed the Department Head curriculum at the Surface Warfare Officer School in Newport, Rhode Island. Subsequent to Department Head School, he reported to USS INGERSOLL (DD 990) home ported in Pearl Harbor. Hawaii, where he served as both Combat Systems Officer and Chief Engineer. Deploying in Novem- ber 1995, he returned to the Arabian Gulf, this time conducting Maritime Intercept Operations, enforcing United National sanctions against the government of Iraq. Lieutenant Commander Hughes ' next assignment was Commanding Office r. USS SIROCCO (PC 6), home ported in Little Creek Virginia. Under his command. SIROCCO conducted extensive operations in two operational theaters, including a precedent setting winter season deployment of PCs to the Mediterranean, and the first extended operations of PCs in the waters of sub-Saharan Africa where SIROCCO served as the contingency response platform for Special Operations Command, Europe. Additionally, SIROCCO conducted extended bi-lateral counter- narcotics training operations with the armed forces of allied South American nations. Following his tour in SIROCCO. Lieutenant Commander Hughes returned to Pearl Harbor where he serves today as Executive Officer. USS HOPPER (DDG 70). Lieutenant Commander Hughes ' awards include the Meritorious Service Medal. Navy and Marine Corps commendation Medal (three awards), and various cam- paign and unit decorations. Lieutenant Commander Hughes is married the former Jennifer Long of Newtown. Connecticut. In February 1999. the Hugheses were blessed with the birth of their daughter Olivia. Executive Officer USS Hopper June 1999 L5
