Wi Uhr SUPERINTENDENTS MESSAGE From the beginning there evolved in our country, a unique plan of governing our schools. There are approximately 95,000 lay boards elected or appointed by the local community. ln Mussolini's Italy, Hitler's Germany, and Hirohito's Japan, one ministry of education determined the policies, the personnel, and the curricu- lum of the schools. Under such an arrangement one man or one min- istry of education can, by a mere directive, require the teaching of whatever may be in vogue. Parents generally have little or no control over the program of these schools. ln thp United States, the school boards represent and are close to the local community. The Federal government, whether it be headed by Mr. Truman or Mr. Hoover, cannot issue directives, appoint personnel, or prescribe the curriculum. Each of the 95,000 school districts can teach the truth as they see it and this has been our greatest strength. Democracy is more than a theory---it is a way of life, abun- dant opportunities to develop initiative, confidence in one's abil- ities, and self reliance are the very crux of the American system. Self reliance, like other attributes, comes from practice. Our schools should offer students plenty of opportunities to help make decisions and get a creat deal of experience in helping plan their own school activities. Then the students will be more interested in staying in school and doing better work. To the extent to which we as teachers meet this challenge will we gradually improve our public school program.
