I MAYOR J.c. MARTIN, JR. Give a new task to a busy man. This seems to be the guiding principle of the citizens of Laredo in choosing a man to perform the many services re- quired of Mayor .I.C. Martin, Jr. In ad- dition to his numerous duties as mayor, I he is called upon to lead many civic, social and political organizations of the city, community, and the state. He is director of the following organi- zations: Laredo Boy's Club,Laredo Com- munity Chest, Laredo Council Knights of Columbus, Southwest Agricultural Insti- tute, Texas Good Roads Association, La- redo National Bank, Laredo Savings and LoanAssociation, and Texas A Sz I College. I-Ie is a member of the Laredo Chamber of Commerce, Laredo Rotary Club, Elks, Woodman of the World, League of the United Latin American Citizens, Webb County Beef Improvement Association. Mayor J.C. Martin was born 51 years ago, and received his early education in the public schools of this city. Later he attended St. Edwards University for three years where he completed a course in business administration. I-Ie is a son of a family that has been active in politics in Laredo and Webb County for one hundred years. I-Ie married in 1938 and is the father of four children, Joe III, 23, Patsy Ann, 22, Marialice, 20 and Minnie Dora, 19. He was Deputy Tax Assessor-Collector from 1936 to 1940, and District Clerk from 1940 to 1954 when he was elected mayor. He is a member of the Texas Advisory Committee on Civil Rights, and of the Advisory Board of the South- western Law Enforcement Institute. Mayor Martin has worked actively to secure permanent status for the Laredo Air Base, frequently going to Washington to confer with the Department of De- fense, Air Force officials, Congressmen, and Senators on this matter. As mayor he has instituteda number of public improvements which have re- sulted in additional paved streets, fire stations, civil service for firemen and policemen, the creation of the City Planning Commission, Social Security for city employees, improvements for the Municipal Airport, salary increasesfor all city employees, Surplus Commodity Distribution Center, garbage collection, and sanitary land fill operations. He is active in civic, religious, and fraternal life: and is the promoter of Good Neighbor Policy which has resulted in excellent relations with our friends to the South.
