Carter, also a former-naval officer and nuclear engineer, served one term as governor of Georgia before his victory. Jimmy's defeat over sitting president Gerald Ford, was somewhat unusual and for the first time since 1916, Illinois did not'vote with the winner. Minnesota senator, Walter lvlondale joined Carter in his victory as the 39th vice- president of the United States. As a moderate democrat, Carter pledged to restore the peo- ple's trust in government, his first major action in office was to pardon all draft evaders of the Viet Namese War. ' Republican James lBig Jimi Thompson, who became Illinois' governor in the '76 elections, won by the largest plurality l1,390,000j in the history of illinois' gubernatorial races. Thomp- son, former federal prosecutor, sent crooked politicans to jail before he became governor, former governor Otto Kerner was among those he incarcerated. While serving his twenty-first year as mayor of Chicago, Richard J. Daley suffered a fatal heart attack on Dec. 20, 1976. During Daley's reign, he encouraged the building of' many of the city's tallest and most impressive buildings including the Sears Tower, Marina Towers, and the Hancock, Prudential and Standard Oil Buildings. Daley presided over one ofthe last of the big city political machines in the nation.
