He graduated from Washington State Uni- versity with a Bachelor of Arts degree and was commissioned an Ensign through the Officer Candidate School. New port. Rhode Island in 1969. He was selected for OCS following three years enlisted service, including a Vietnam deployment with the Na- val Mobile Construction Battalion 121. Since commissioning, he has served at sea in L ' SS SHEL- TON (DD-790) and LSS GOLDSBOROLGH (DDG-20). Billets included Damage Control Assistant. ASW Officer. Weapons Officer, and Operations Officer. Lieutenant Commander Carter ' s shore assignments were of- ficer recruiting at Navy Recruiting District Seattle. Depart- ment Head School. Amphibious Operations Officer on the CINCPACFLT staff, and Scheduling Officer. Cruiser-De- stroyer Group THREE. Lieutenant Commander Carter ' s awards include the Navy Commendation Medal. Navy .Achievement Medal, the Combat Action Ribbon, the Humanitari an Service Medal and the Navy Unit Commendation. Lieutenant Commander Carter and his wife. Rosita. reside in San Diego with their two children. Randall and Autumn.

Commander H. James Miller. Jr., the son of Mr. and Mrs. H.J. Miller, Sr. of Pasadena, California, was born in Phoenix, Arizona. He graduated from the University of Southern California with a Bachelor of Science degree and was commissioned an Ensign through the Officer Candidate School, Newport, Rhode Island. Since commissioning, he has served at sea in USS WILKINSON (DL-5), USS HOLLISTER (DD-788), USS PERSISTENT tMSO-491 ), USS FURSE (DD- 882), and USS LEADER (MSO-490). Billets in these ships included Communi- cations Officer, Engineering Officer, Operations Officer, Navigator and Execu- tive Officer. In addition, he commanded USS LEADER (MSO-490) and was the last USN officer to command USS FURSE (DD-882) prior to her turnover to the Spanish Navy. Shore assignments have included Destroyer School and the Bureau of Naval Personnel. While receiving his Master ' s degree at the University of North Carolina at Chapel Hill, Cdr Miller was also a teaching assistant at the graduate school. In cooperation with the Navy, the Brookings Institution appointed Cdr Miller a Federal Executive Fellow, where he served a one year professional development assignment. His most recent tour of duty was as a student in the Senior Officer ' s Course at the Naval War College, Newport. Commander Miller ' s awards include: the Meritorious Service Medal, Navy Commendation Medal, with Combat V , Navy Achievement Medal, Navy Unit Commendation, Combat Action Ribbon, Humanitarian Service Medal, Battle Efficiency E . and the Meritorious Unit Commendation. Commander Miller and his wife, Nancy, reside in Southern California with their two children, Mi- chelle and David.
