The stars also represent the numerous awards he received, some repeated two and three times. The chevron is a symbol of strength and support and the blue crosses represent the Admiral's three Navy Crosses, an award for valour exceeded only by the Medal of Honor. The crossed red battle axes are a symbol of strength and resourcefulness under fire and repre- sent ADMIRAL HAYLER'S wartime service. The two stars they bear are .in recognition of the Silver and Bronze Star Medals awarded to ADMIRAL HAYLER for valour. The bomb represents naval firepower, gun fire support and anti-aircraft fire, and symbolizes the contributions of ADMIRAL HAY- LER to the development of naval ordnance at the outbreak of World War II. The anchor refers to the fleet and ADMIRAL HALER'S efforts toward its strength and safety. The predominant colors, red, white, and blue, are representative of the National Flag and ADMI- RAL HAYLER'S patriotism and loyalty to the flag and the nation it represents. The Ship's Motto Courageous in Conflict exemplifies the ardent professionalism and stead- fast leadership that characterizes ADMIRAL HAYLER'S career and now serves as the watch- word for the HAYLER SAILOR .to guide him in his future as a sailor and as an American. 5

Mulroy was commis- sioned an Ensign 19 July 1969, upon his completion of the Naval Reserve Officers Training curriculum and graduation from the University of Texas at Austin with a Bachelor of Business Administration degree. His early assignments were as Auxiliaries and Liquid Cargo Officer in USS HASSAYAMPA QAO 1455 and Operations Officer in USS CACA- PON QAO 525. Upon completion of Naval Destroy- er School, Commander Mulroy served as Opera- tions Officer both in USS ROARK KDE 10535 and on the staff of Commander, Destroyer Squadron FIVE. His next assignment was as Assistant Chief of Staff for Administration and Personnel and Flag Secretary of Commander, Naval Surface Group, Western Pacific and Commander, Task Force SEVENTY-THREE, Subic Bay, Republic of the COM-MANDlNC OEFHOER . ,,fsv s,,w- ,.,, 1,, ,s,, it ..sR Q ssy s . x A f 1 ' Philippines. He served as Executive Officer in USS HULL QDD 9455 and commanded USS RAMSEY QFFG 25. Commander Mulroy's shore assignments in- cluded Director of Atlantic Surface Readiness Di- vision and Director of the Distribution Community Placement Department at Enlisted Personnel Management Center, New Orleans, Louisiana. He also served as Director for Personnel and Adminis- tration, Joint Special Operations Command, Fort Bragg, North Carolina. Commander Mulroy is from Uvalde, Texas. Mrs. Mulroy is the former Sue Starr of San Anto- nio, Texas. They have three children: Mark, Gary and Christine. 7
