It is the tradition that with responsibility goes authority and vvith them goes accountability. The captain of a ship, like the captain of a state, is given honor and privileges and trust beyond other men. But let him set the wrong course, let him touch ground, let him bring disaster to his ship or to his men, and he must answer for what he has done. The Change of Command is a time-honored tradition which formally restates to the officers and men of the Command the continuity of the authority of Command. This ceremony is nearly unique in the world today, it is a transfer of total responsibility, authority and accountability from oneindividual to another individual.
