Harcr l'ntil 1847, the schools of the state were privately owned, pupils paying tuition to attend. In that year the Ohio legislature passed a law stating that each city and county should elect a school board. These school boards were to set up the public school system. The first school board in Painesville was elected in 1852. The newly chosen board set out immediately upon its duties. Schools were built, faculties appointed. An academy which stood where Harvey High now stands turned over its building and grounds to the board. Since then, under the supervision of the succeeding boards, the school system has forged ahead. New methods have been added and molded into the plan until Painesville is well known for its educational progress. The duties of the present board are of the same nature. They finance the schools and build school buildings. They distribute the finances where they feel them most needed. They furnish the fuel for the flame that is necessary in shripiwg a finished product. C123

The fulfilled planks of the Har-Binger-fLeaders for Officers, New Band Uniforms, Lake Shore League Football Championship, A Hobed A Capella Choir, High Scholar- ship and the Beautification of the School Groundsj-would tend to make us feel that the year just completed was worth while. VVe need progresive leaders, leaders who are enthusiastic, and optimistic. To most students Harvey High School will be the only high school that they will ever attend.
