HARRY S. TRUMAN FEDERAL RESERVE BANK BUILDING KANSAS CITY GV, MISSOURI November 7, 1953 I am pleased to join the l9Sh Harvard Law School Yearbook in paying tribute to the memory of the late Chief Justice of the United States. I think Fred Vinson was one of the great Chief Justices. He was a man of wonderful background and had an experience that gave him the right viewpoint, in my opinion, on conditions. He was an able Congressman. It was remarked to me by one of the men who served with him on the Subcommittee of the Ways and Means Com ittee that, in his opinion, Fred M. Vinson had the clearest mind of any man he had ever come in contact with. This gentleman now is a Federal Judge in Missouri. As Secretary of the Treasury he did an excellent job for the country. Before that he had been on the Federal Bench as a Judge of the Court of Appeals. He had been an Assistant to the President and I don't believe there was a single man in the Government who understood Government administration as well as Fred Vinson - his death has been a great loss to the country. All of this experience and background together with his legal education and experience made him a great Chief Justice. Sinc erel
