.Xl School Function lisecutixe Secretary l.eila l.ewis XVho allows the bill for that beautiful new study hall library? XY'ho decides to hire those attractive young teachers? XVho donates their time to serve the community in establishing policies for the city's school? Answer: The Board of Education. The Board is guided by Superintendent lf. Phillips Blackburn, whose light you frequently see burning in his office late at night as he solves some executive problem such as planning the strategy for the pro- posed consolidation of Licking Township schools of Hartford City. One of the big jobs faced by the superintendent and the board is the increasing enrollment. This in- cludes utilizing the building survey conducted by 9- P Superintendent l. l'hillips lllackbiirn Indiana University. Adjusting the entering age of boys and girls for the public schools is also considered. Another problem will be the adjustment of the salaries and wages of school employees to the new 19i3 legislation. This also is the year for textbook adoptions in high school subjects, with the law plac- ing the final decision on the superintendent of schools. The school board is planning improi enients in the school plants in maintenance. .-Xdded to the new library-study hall project, relighting the Reed School building, refurnishing the biology room. making ini- provements in the metal shop, and decorating both school shops have been planned. ln l'?-lb, Nlr. lllackburn's first year as superinten- dent, he started the grade school basketball program. results of which were realized this year by the :Xtre- dales who learned the intricacies of the game by their victories.
