CAPTAIN ELMORE F. HIGGINS, JR., USN COMMANDER DESTROYER SQUADRON 26 Upon graduation from the Naval Academy in I939, Captain Higgins Ithen Ensignl was ordered to duty on board the battleship ARIZONA. Upon completion of this tour of duty, he served on board the USS PERKINS and was assigned to the Gunnery De- partment of the USS SARATOGA at the outbreak of World War Il. While on board the SARATOGA he participated in the campaigns of the Central and South Pacific. From June I943 to July I944, he attended the Post-Graduate School in Annapolis, Maryland, studying command communications. Upon completion of this course of in- struction he was ordered to the USS NEW JERSEY which served alternately as the flag- ship for the Commanders of the THIRD and FIFTH Fleets during the westward advance across the Pacific. While on the NEW JERSEY, he participated in the Philippines, Pelelieu, Iwo Jima and Okinawa campaigns. At the end of the war, the NEW JERSEY entered Tokyo Bay and remained there as the Flagship of the Naval Forces of Occupation. Since World War ll, Captain Higgins' sea duty has been spent as Aide and Flag Secretary to Commander Cruiser Division THIRTEEN, Commanding Officer, USS CAR- MICK, Commanding Officer, USS HOLDER, and Commander Destroyer Division I42. Among his tours ashore, Captain Higgins has served in the office of the Assistant Chief of Naval Operations for Politico-Military Affairs, in the Joint Staff of the Joint Chiefs of Staff, as Plans Officer on the Staff of the Commander Striking Fleet, in the Office of the Assistant Secretary of Defense for International Security Affairs, as Chief of Staff to Commander U.S. and U.N. Naval Forces, Korea, and on the Staff of Com- mander-in-Chief, U.S. Atlantic and U.S. Atlantic Fleet as the Director of the Joint War Room and later as Assistant Chief of Staff for Administration. Captain Higgins graduated from the Naval War College in I958 and the .National War College in I959. A Captain Higgins' present assignment is as Commander Destroyer SquadronjTWENTY SIX. g. N I I
