USS HARLAN COUNTY LST 1 196 United States Ship HARLAN COUNTY (LST 1 196), a Tank Landing Stiip, is the 18th ship of her class and the first of the fleet to bear the name. She is nanned for, the city and county of that nanne in Kentucky. The keel was laid at the National Ship- building Company San Diego, California, on 7 November 1970. HARLAN COUNTY was launched and christened July 24, 1971. She was sponsored by fVlrs. Richard G. Capen, Jr., wife of the former assistant to the Secretary of Defense for legisla- tive affairs. Commissioning as a unit of the fleet followed on April 8, 1972. Since commissioning, HARLAN COUNTY has been awarded five Battle Efficiency E ' s; nine Engineering E ' s, eight Command Control and Communications awards, eight Operations E ' s, six Amphibious Assault awards, six Damage Control awards, five Navigational Deck Seamanship awards, two Supply E ' s, two Retention R ' s, three Gunnery E ' s, a Navy Unit Commendation, a Navy Meritorious Unit Citation and a U.S. Coast Guard Meritorious Unit Citation with Operational Distin- guishing device. The significance of amphibious warfare has not diminished and the Tank Landing Ships have proven to be the most versatile asset in the mobility and flexibility of Amphibious Assault forces. HARLAN COUNTY and other ships of her class ore the most efficient means of landing tanks, amphibious and assault vehicles under combat conditions. The normal method of unloading is over the bowramp to pontoon causeways then on to the beach. The stern ramp is also provided for launching vehicles in deep water both at anchor or underway. HARLAN COUNTY has a greatly increased combat vehicular lift and landing capability over Tank Landing Ships of World War 1 1 Ships of her class provide the Navy with 20 knot ships to modernize the amphibious forces and thus help meet the requirements to reach the world ' s trouble at the right time with the right amount of equipment and number of troops. Commanding Officer Commander Marvin E. Butcher Jr., USN Commander Marvin F. Butcher, Jr., a resident of Key West, Florida, was born in Winston-Salem, North Carolina. He enlisted in the Naval Reserve on 1 Mar 1974 and upon graduating from the University of Kentucky was called to active duty and commissioned an Ensign in September 1975. Following attendance at the Surface Warfare Officers School Command Basic Course, his initial assignment was USS Moinester (FF-1079) where he served as gunnery assistant, antisubmarine warfare officer, and navigator. He subsequently attended the U.S. Naval Postgraduate School where he received the degree of Master of Science. From December-1980 to July 1981, he attended the Surface Warfare Officers School Command Department Head Course. Afterwards, USS HARLAN COUNTY he was assigned as engineering officer aboard both USS Richard L. Page (FFG-5) and USS Newport (LST-1179). Additional sea tours have included: commanding officer USS Aquila (PHM- 4) and chief staff officer of PHM Squadron Two. Commander Butcher ' s last duty assignment was as Professor of Strategy at the US Naval War College. He is a graduate from the College of Naval Warfare and the College of Naval Command and Staff at the US Naval War College, where he received the degree of Master of Arts in National Security and Strategic studies. Additionally, he has received the degree of Master of Arts from Salve Regina College. Commander Butcher is a proven sub specialist in naval mechanical engineering. Commander Butcher has three children, Marvin E. Ill, Jock Liam and Tiffany Lynn. So you ' re LTJG Doyle! USS HAKLAN COUNTY ( 3 1 Executive Officer LCDR A. A. Thomas, USN LCDR Thomas was born in Baltinnore, MD. He Attended Fork Union Military Academy and was brigade subcommander during his senior year of high school. He was commissioned from the United States Naval Academy in 1981 and attended Surface warfare Division Officer school in San Diego CA. LCDR Thomas has been assigned to four ships prior to HARLAN COUNTY. He was Missile Gunnery and Ordnance Officer and Main Propul- sion Division Officer aboard USS TARAWA LHA-1, Navigator aboard USS HAYLER DD-997, Chief Engineer aboard USS PENSACOLA LSD-38 and Damage Control Assistant Aboard USS THEODORE ROOSEVELT CVN-71. LCDR Thomas is Engineering Officer of the Watch qualified on LSD-36 and LHA-1 class ships. He has achieved Tactical Action Officer qualifica- tion on DD-963, LSD-38 and CVN-68 class ships. USS HARLAN COUNTY LCDR Thomas has completed six operational deployments. Two to the Western Pacific lndion Ocean, one to the Indian Ocean Persian Gulf, one to South America and two Mediterranean Indian Ocean deployments. He was a participant in the U.S. Naval Operations off the coast of Lebanon in 1983, Naval Operations in support of the Korean Airlines 007 disaster, UNITAS XXV, Haitian relief operations in Guantanamo Bay Cuba, Operation Deny Flight in Bosnia, Operation Desert Shield and Desert Storm. LCDR Thomas has received the Navy Commen- dation Medal with three stars and the Navy Achievement Medal in the performance of his duties. LCDR Thomas resides in Fredericksburg VA with his wife the former Robin Antoinette Butler. They have two children, Albert Jr. and Courtney Elizabeth-Anne, XO ' s creed (or words to live by.) Atchison, USN 6 I USS HARLAN COUNTY Command Senior Chief ENCS Verdell Godfrey, USN ENCS Verdell A. Godfrey was born November 27th 1957 in Birnninghann, Alabama, He ' ijraduated from Jackson-Olin High School in 19 7 and enlisted in the Navy on the 22nd of July that same year. After complet- ing boot camp in Orlando, Florida, he was assigned to the USS Ogden (LPD-5) based in San Diego, CA. Since then he has been assigned to the USS Barnstable County (LST-1197), the US Navy Boxing Team at NAS Pensacola, USS Yosemite (AD-19) where he was LPO of A-Div, USS Impervious (MSO-449) Gold Team, USS Illusive (MSO- 448) Blue Team, USS Engage (MSO-433), NAS Key West (SpecWor), and USS Harlan County (LST-1196). ENCS Godfrey has been married to Mary Ann, for 15 years. They have two sons, Verdell Jr. age 13, Isaac LoAnthony age 12, and a daughter Alisha age 10. And most of us have read a bool , or heard a lusty tale. About the men who sail these ships, through lightning, wind and hail. But there ' s a place within each ship that legend tails to teach. It ' s down below the waterline, it takes a heavy toll, A hot metal living hell that sailors coll the hole. It houses engines run by steam, that makes the shaft go round, A place of fire, noise, and heat, the beats your spirits down. Where boilers like hellish heart with blood of angry steam. Are molded Gods without remorse, are nightmares in a dream. Whose threat that from fires roar is like living doubt. That any minute would with scorn, escape and crush you out. Where turbines scream like tortured souls, alone and lost in hell. As ordered from above somewhere, they answer every bell. The men who keep The fires lit and moke the engines run, Are strangers to the would of night and rarely see the sun. They have no time for fun, no tolerance for fear. Their aspect pays no living thing the tribute of a tear. For there ' s not much that men con do that these men haven ' t done. Beneath the decks, deep in the hole, to make the engines run. For if the tires ever fail, their ship ' s a useless shell. When ships converge to have a war upon on angry sea, The men below just grimly smile at what their fate might be. They ' re locked in below like men fore doomed, who hove no battle cry. Its wellassumed that if they ' re hit the men below will die. For every day ' s a war down there when all the gauges read red. Twelve hundre d pounds of heated steam con kill you mighty dead. So if You ever write their sons or try to tell their tale. The very words would make you hear a fired furnace wail. And people as a general rule, don ' t bear of men of steel. So little ' s heard about this place that sailors calls the hole. But I can sing about this place and try to make you see. The hardened life of men down there, cause one of them is me. The Little Creek-based tank landing ship USS Harlan County (LST 1196) pulled into Villefranche on the French Riviera to represent the United States as part of the Southern France commemoration celebrations on Aug. 12. High winds and swells prevented liberty barges to come alongside and Harlan County sailors and Ma- rines were unable to represent the United States ashore. However, the ship ' s two small boats made a name for themselves as they rescued two small ciaft from capsizing in ViUefranche ' s harbor. One of the ship ' s small boats was transporting stores from the pier when the boat officer spotted a couple in a boat waving them over. Matt Nolty, boat officer They were really rocking arounc and looked like they were about t ' capsize. So, we vent ever, tiei up a line and got them Sc fely t ' shore. BM2(SW ) Billy Hentz, boat o swain, tied the line to the small boat and towed them safely to shore. One of the rescued French citizens exclaimed, The Ameri- cans have saved us again. In a similar situation, a small boat had called Harlan County ' s other boat over for assistance. In the heavy seas and high winds, the boat appeared to be in real trou- ble, said Lt. j.g. James O ' Donnell, boat officer of the second Harlan County craft. Once we got there, they pointed to their engines. My boat engineer was able to get their boat started again and we made sure they made it safely back to shore. Harlan County departed Ville- franche to participate in the French naval review. It was among a column of 32 ships from the Unit- ed States, France and United King- dom that saluted the president of France and the vice president of the United States. Upon completion of the review, Harlan County anchored in the vi- cinity of Cap Dramont to serve as a backdrop for commemoration cere- monies ashore. Harian County is part of the USS Guam (LPH-9) Amphibious Readi- ness Group currently deployed along with the USS George Wash- ington (CVN-73) Battle Group. THE FLAGSHIP ' THURSDAY, SEPTEMBER 22, 1994 A7 LST sailors aid Spanish facility Sailors of the Little Creek-based tank landing ship USS Harlan County (LST-1196) joined crew members of USS Puget Sound (AD- 38), USS Tortuga (LSD-46) and USS Austin (LPD-4) in a communi- ty relations project in Palma de Mallorca, Spain. The ships are on a six-month de- ployment to the Mediterranean Sea as part of the USS Guam (LPH-9) Amphibious Readiness Group. The project involved the renova- tion of Caritas, a charity operated by Father Gabriel Perez and the Catholic Diocese of Mallorca. Cari- tas provides clothing for the poor and homeless of Palma. The ships ' efforts were organized by Lt. Kier- nan Mandata, CHC, chaplain for Commander Amphibious Squadron 2, also based at Little Creek. Eight Harlan County sailors helped out by cleaning a storage area, sweeping floors and painting. The ship ' s community relations of- ficer, Lt. j.g. James O ' Donnell, said of the project, People really ap- preciated what we did. In fact, you wouldn ' t recognize the place after we were finished. It was a great improvement. Everyone had fun. We even competed with the other ships to see who could paint more. 0S3 Joe Makuch added, The Spanish government was going to close it because the facility was so run-down. The Little Creek based USS Har Ian County (LST 1196), currently deployed to the Indian Ocean as part of the USS Guam (LPH-9) Am phibious Readiness Group off the coast of Somalia, is enjoyirif; the benefits of years of telecomtnunua tions research and devolopmeiU with implementation of full auto mation of its message dissemination. The process of fully automated message traffic dissemination for Harlan County started in Decem- ber 1993 under the aegis of Ensign Brett Morash and RMCSiSWi Bar ly Atchison The communications modernization program was de- signed to take the ship into the 21st century and to create a u.ser-friend- 1 . paperless message delivery sys- tem for shipboard users, with max imum flexibility and ease of use Harlan County ' s first step in the upgrade began in December 1993 with installation of the message dissemination utility, or MDU, pro- gram that allowed shipboard radio men to process messages deliv- ered from the Naval Telecommunications Center L.ttle Creek on computer diskette rather than the usual paper copies Once the MDU program proved its reli- ability and ease of u.se. all ship- board pereonal computers were loaded with the MDU end user pro- gram. Delivery of the first message traffic on disk to users began on New Year ' s Eve 1993, Soon after implementation of tiie MDU program, Harlan County con tinued the modernization program by installing the Galegiiard inter face system on Jan. 7 of this year Gateguard further transferred back and forth between the ship and NTCC Little Creek vna existing phone lines and a secure telephone device, eliminating the need for shipboard radiomen to leave the ship to pick up message trafilc This increased secunty and sped up service. After completion of the installa tion and trial period of the inport interface portion of Gateguard. at tention vas directed to inipiemen tation of ' .ne afloat version, l. ' ..Jei the direction of ETC(SVV) Myron Ward and the technical know how of ETKSWi William Kimbark and ET2 Jay Grauberger. Harlan Coun ty was able to connect the Nav MAC ' S UYK 20 V2 to the Gale guard computer to allow Heet broadcast traffic to be automatical ly proces.sed via computer diskette In early Februar ' . the afloat ver- sion was tested at sea with out- standing results along with faster service and less paper usage At this point, 60 percent of Harlan County ' s message traffic process- ing was automated The only man- ual intervention required in radio central was to remove a disketlt froin the Gateguard computer and place it into the MDU computer lor automatic routing to user files In accordance with Chief of Na- val Operation direction, ship and station COs were now authonzed to waive the security requirement for local area networks for mes sage traffic With this knowledge. Harlan County radiomen sought a means to extend the automation nght into the users ' offices by use of the LAN Bringing the messages nght to the users ' PC was accom plished by use of the message dis semination subsystem program that was acquired from Naval Com puter and Telecommunications Area Master Station Atlantic in Norfolk, Once installed on the LAN and implemented by RM3 Earnest Van- dail, users were given access to their individual message traffic from any computer terminal at- tached to the LAN svsteni Final iiisiallatiiin nl the Gateguard NDS iiilei-face took place prior to Fleet hixenise 2 94. thereby completing total automation of Harlan Coun ty ' s message traffic delivery sys- tem Most recently. The Guam, an amphibious as- sault ship; the Austin, an amphibi ous transport dock ship; the Tortu- ga, a dock landing ship; and the Harlan County ' , a tank landing ship, are carrying the 26th Marine Expe- ditionary Unit from Camp Lejeune, N.C. The ships and their crews are based at Little Creek Naval Am- phibious Base and are on a regular- ly scheduled deployment. They had been operating in the Mediterra- nean Sea. About 50 Marines are in Somalia, assigned to guard the U.S. embassy in Mogadishu.
