Born in Cnpiah County, Nlississippi. in 1895. he attended Bun'itt College hofnro enrolling in Vanderbilt University from which 110 rvcoived the JVID. degree He became the first fullrtime health officer of Shelby County. Tennessee. in 1926. and was named suporintondcnt of health for Memphis in 1928.
