Admiral, U.S. Navy Chief of Naval Operations Arleigh Burke lt is becoming more generally recognized throughout the world that American seapower in the twentieth cen- tury is a powerful influence for peace and stability. Our ships and Navymen stand watch at sea in support of the cause of freedom under moral law and iustice. Our operating fleets are evidence of our active partnership in the free world effort to create a stable world com- munity in which men may live in freedom and peace. Standing astride man's path to progress in civilization is the concept of Communism-a concept of slavery and oppression. United States Naval forces are deployed and constantly on the move throughout the world ready to extend the friendly hand of American support to any free nation whose independence is threatened by Com- munist force and violence. Naval forces are more important in the missile age than ever before. Mobility is a primary capability of navies. Support of our free world allies depends upon the ability of the Navy to move, unhampered, to wher- ever it is needed to support American foreign policy. This is the great contribution of United States seapower toward the progress of free civilization. You officers and men of the HANCOCK have shown through your performance the value of a united effort towards preserving peace through power and mobility. You may think your sacrifices have gone unrecognized, but I have been following your record here in Washing- ton, and thank each of you individually, if not personally, for your fine contribution this past cruise.
