Speck as Commander Destroyer Flotilla Western Pacific aboard the U.S.S. HAMUL IAD-QOI on July 6, I957. Admiral Rivero was born in Ponce, Puerto Rico on May lo, l9IO. He entered the Naval Academy on June 20, I927 and graduated with distinction, third in a Class of 441 members. Early sea assignments were aboard the cruisers NORTH HAMPTON and CHICAGO, and the battleships NEW MEXICO, CALIFORNIA, and PENNSYLVANIA. As plank-owner aboard the destroyer PORTER, Admiral Rivero served as her First Lieutenant and Assistant Gunnery Officer until June I938, when he was ordered to the Naval, Postgraduate School, and subsequently, to the Massachusetts Institute of Technology vvhere he received a Master of Science degree. Duty followed at the Naval Gun Factory, the Naval Proving Ground, and the Bureau of Ordnance. Admiral Rivero Served as Gunnery and Executive Officer aboard the cruiser PITTSBURGH from her commissioning in October I944 to the end of the War. He was awarded the Legion of Merit for his action when the PITTSBURGH suffered serious damage in a typhoon in l945. Later, he served on the Staff for Operation Crossroads . From T948 to I949, he commanded the WILLIAM C. LAWE and the transport NOBLE in the Korean area. Thereafter he was assigned duty as a member of the Weapons System Evaluation Group in Washington until he was ordered to the Naval War College in June I953. On October 3, I955, he vvas promoted to the rank of Rear Admiral and reported as Deputy Chief, Armed Forces Weapons Proiect. Rear Admiral Rivero is married to the former Hazel Hooper of Haratio, Kansas. They have one daughter, Mary, Wife of Ensign T.W. Admiral Speck received his senatorial appointment to the Naval Academy in l923, and was commissioned an Ensign on June 2, l927. l-le has served aboard cruisers as Fire Control Ofihcer and on destroyers as Torpedo, Gunnery, and Executive Officer. During World War Il, he commanded the destroyer LONGSHAW operating with carrier striking forces in the Pacific. In early l945, as Assistant Chief of Staff for Plans and Operations of Amphibious Group THREE, he received his promotion to Captain. From i949 to l95l, Admiral Speck commanded Destroyer Squardon EIGHT and served as Chief of Staff to Commander Carrier Division SIXTEEN. After completion of a two-year tour as Commander Transport Division TWENTYFOUR in l955, he became Chief of Staff to the Commander, Amphibious Force, Atlantic Fleet. On .luly l, T956 the promotion to Rear Admiral was received with orders to duty as Commander Destroyer Flotilla ONE. Seven engagement stars vvere earned on his Pacific Campaign Ribbon, and one Bronze Star Medal and a Gold Star in lieu of a second Bronze Star were awarded. Admiral Speck is married to the former Martha B. For all but a few years of advanced education and shore duty, Captain Brown has accumulated wide experience at sea. I-le saw duty aboard the WEST VIRGINIA, the GOFF, the SEMNIES, and then in T939 became Executive of the GAMBLE. In l942, he became Executive Officer of the FRAZIER and later the Commanding Officer of that ship. After serving on the Staff of Commander Destroyers Pacific in l944, he went to Washington where he was appointed Assistant Director of Special Services Division of the Bureau of Personnel. In l947, he was awarded an lvl.A. degree at the completion of study at Ohio University. Then one year later, he was appointed to the Staff of Commander Service Force PaciHc. ln l95O, Captain Brown became Commanding Officer of the LANAWEE and soon after, Commander Destroyer Squadron SEVEN. The Captain and his wife, Mrs. Elynor Brown, have two sons, Elliott Jr., and Lawrence who are attending Arizona State and Yale respectively.
