Opening the 1952 football season, the Hampton High Crabbers met powerful E. C. Glass of Lynchburg. Spearheaded by Miller, Seals, and Harding, the Crabbers rolled to an emphatic 21-O decision over the Lynchburg eleven. With Royals and Vansant playing outstanding defen- sive ball the Crabtown eleven gave the fans a very good showing for their opening night game. HAMPTON 35, BENEDICTINE 14 . . . The fighting Crabbers made it two in a row by drubbing the hard playing Benedictine Cadets 35-14. Using its expected strong air attack very little, the Hamptonians, led by Seals, Miller, Blanks, scored on runs ranging from 1 to 74 yards. Harding kicked five straight conver sions to boost his season total to eight straight. HAMPTON 34, MAURY 7 . . . Traveling to Norfolk for their third game the Crabbers routed the Maury High Commodores 34-7. With Seals accounting for 3 touchdowns, Miller and Bukovich 1 each, the Crab- town boys had a fairly easy night of it. Harding missed his first conversion of the year, but still turned in a thrilling performance, kicking 4 out of 5. HAMPTON 6, THOMAS jEFFERSON 13 . . . Returning home from their victory over Maury, the Hamp- ton High eleven played host to Thomas jefferson High of Richmond. The Crabbers, although giving a good account of themselves, couldn't quite pull it out of the fire and lost 13-6. With Seals scoring the lone Hampton touchdown the Crabbers turned in a good game for their first loss in eleven games. HAMPTON 14, jOHN MARSHALL 6 . . . Rebounding from her 13-6 loss to T,j,, the Hampton Crabbers smashed the justices from john Marshall 14-6. Harding's 4 out of 5 placements helped to prove that the Easonite crew was a power for the rest of the State to contend with. HAMPTON 13, THOMAS JEFFERSON 21 . . . With Thomas jefferson using the ubreaks of the game the Crabbers lost their second game to the title bound jeffs. The game, played on a muddy field, was one of the most exciting though Hampton lost 21-13. HAMPTON 14, NEWPORT NEWS 14 . . . Turkey Day! The big game finally arrived with the Crabbers sporting a 5-3 record and the Golden Typhoon a 3-2 record. The Crabbers, led by seniors Cooper, Sher- man, Stowe, Bowers, Nitso, Odell, Seals, Blanks, and Stickle, will long be remembered by the students of H.H.S. because of that thrilling game which ended in a 14-14 tie. The name Hampton is derived from the Earl of Southampton, and dates back to 1691. Combined with it in the new city, is Elizabeth City County, named in honor of Elizabeth, daughter of King james, the Queen of Bohemia. The Assembly, which disliked its uheathen' name of Kiccowtan, re- named it in honor of Elizabeth in 1634. Consolidated Hampton nowbe- comes the second largest city in the stateg the sixth in population and eighth in taxable wealth. Unlike the incorporation of War- wick, the transition of New Hampton to a first claw city, involved not only the incorporation of the entire bound- ary of Elizabeth City County but its merging as well with the second class City of Hampton and the Town of Phoebus. The problem of consoli- dating three distinct political sub- divisions was somewhat more compli- cated than was the case with War- wick's transition. However the pri- mary reason was the same -- protec- tion against annexation and preserva- tion of the right of self-determination of local government. The newly established Council chose William S, Coburn, former County Executive, an experienced administrative officer, as City Mana- ger. Levin D, james, who had man- aged the former City of Hampton, with marked success, was also con- sidered by the new Council for the chief administrative post. Mr. Coburn brings to the managerial position wide experience in local governmental ad- inisrration. He is also a former Highway Department resident engi- neer. New Hampton's consolidation is the second in the history of the Common- wealth. lt appears to have the whole- hearted support of the vast majority of its citizens and is being perfected with a minimum of confusion and in- convenience. lts abnormal growth in the past ten years is continuing at a pace that forebodes for it a shining place in the Commonwealth's sun of municipali- ties. As was the case in Warwick it was primarily a people's movement. The proposal had the unanimous endorse- ment of the Elizabeth City County administration and the majority of the town administration, but was op- posed by the administration of for- mer Hampton, The plan of consoli- dation admittedly gave priority to political expediency and economy where there was conflict with pre- ferred governmental procedure. lts primary purpose was not for the re- moval of elected, or appointed office- holders, but to effect a merger of governments. The constitutional of- ficers of the county were retained but provision was made to retain the elec- ted officers in former Hampton and Phoebus as assistant treasurers and commissioners of the revenue with the authority of deputies. Provision also was made to combine the school boards of the three and to designate the persons holding the position of mayor of Hampton and Phoebus at the moment of consolidation as a member of the Council for the new city. The other three members of the council, who will serve until 1954, were the three former mem- bers of the Board of Supervisors. CITY 0F HAMPTO Future members of council will be elected from four wards of the city, known as boroughs, and one will be elected in the city at large. The four boroughs in the city are the former magisterial districts of Wythe and Chesapeake and the for- mer City of Hampton and Town of Phoebus. Wythe Borough has a popu- lation of about ten times that of Phoebus Borough and this unequal division, admittedly designed for po- litical expediency with the announced purpose of subsequently rearranging the boroughs with regard to popula- tion, was bitterly attacked both prior and subsequent to the consolidation. The boroughs serve as election dis- tricts or wards and were designed in part to retain the identity of the for- mer divisions and post offices. As heretofore mentioned, the incor- poration produced some perplexing practical problems, not the least of which was the necesity of providing two elective officers for the new city -- a treasurer and a commissioner of the revenue. Warwick's county manager form had eliminated these two officers. When the city came into being july 16th, therefore there were two constitutional offices vacant. Warwick disposed of the problem neatly. The judge of the Circuit Court filled the two vacant offices in the newly born city by appointing two employes of the department of finance as commissioner of revenue and treasurer. They were W, C, Andrews, jr., and C, B, Covington, jr. Both were in thorough accord with the transition move, and both admittedly anxious to cooperate in Warwick's new political undertaking. As to the efficiency of form of government, it was quite generally conceded that Warwick was taking a partial back- ward step by incorporating, but the vast majority agreed that even this concession was worth saving its iden- tity and right of self-determination of government.
