Hampton has endured many strenuous years and has striven continu- ally to remain a progressive city. The rich history of Hampton is both great and colorful. Its past has been illustrious. It has indeed played an eminent roll in the development of the lower peninsula of Virginia. Although there has been much progress made since the incorporation of Hampton in 1887, still there is much work left for the future if Hamp- ton is to continue on the ever-winding road of progress. The strength of Hampton must not falter. Its progress must not cease. The City of Hampton must endure. 'lr CITY OF HAMPTON Oldest Continuous English-speaking Settlement in America IO2 INFORMATION CONCERNING ELIZABETH CITY COUNTY AND ITS GOVERNMENT BRIEF HISTORY OF COUNTY: Although the first white people to put foot on Elizabeth City County soil was in 1607, the area was not settled until July, 1610, and has since been continuously populated. Elizabeth City County was formed in 1634 with a Sheriff as administrator and named for Queen Elizabeth I of England. The City of Hampton separated from Elizabeth City County on January 1, 1940. On March 9, 1862, in the waters of Hamp- ton Roads the famous battle between the vessels, the Merrimac and Monitor, was fought. It was on the night of August 7, 1862, that Con- federate General Magruder ordered the old Dominion Dragoons to burn the city of Hampton in order to slow advance of Federal forces. AREA: With an area of 56 square miles, the County is next to the smallest in the State. FORM OF GOVERNMENT: In 1942 the County adopted the COUNTY BOARD FORM of government, one of the three improved optional forms of county government provided by Acts of the General Assembly. The adoption of this form of government was by popular vote of the people. It establishes a chief administrative office filled by a County Executive who is responsible to the Board of Supervisors for the proper administration of all departments and functions of the government except those of the elective or constitutional offices. BOARD OF SUPERVISORS: This is the governing body. It establishes policy for the administration of the various departments. The three members are elected for four-year terms. COMMISSIONER OF REVENUE: Elected for a four-year term. He is re- responsible for the assessment of real and personal properties. State income tax returns are filed in this office, and business licenses issued. TREASURER: Elected for a four-year term. He is responsible for collection, dis- bursement, and custodianship of all county funds. Dog licenses are issued from this office. CLERK: Records all deeds, plats, mortgages, contracts, wills, marriage licenses, and papers of legal nature. He issues marriage license. The clerk also serves as Clerk of the Circuit Court and Clerk of the Board of Supervisors. ROADS: All public roads in the county are built and maintained by the Vir- ginia Department of Highways.
